2003 - 2004 LEGISLATURE
September 29, 2003 - Introduced by Senator Stepp, cosponsored by Representative
Ladwig. Referred to Committee on Energy and Utilities.
SB265,1,3 1An Act to create 79.04 (7) (b) 2. of the statutes; relating to: utility aid payments
2to a municipality that is contiguous to a site on which an electric generating
3facility is located.
Analysis by the Legislative Reference Bureau
Under current law, each municipality and county in which a power production
plant is located receives annually a payment from the state based on either the value
or the megawatt capacity of the production plant, depending, generally, on when the
power production plant began operation. Beginning with payments in 2005, if a
baseload electric generating facility is built after December 31, 2003, and has at least
a 50 megawatt capacity, the municipality and county in which the facility is located
will each receive annually a payment equal to the facility's megawatt capacity
multiplied by $600.
Under this bill, beginning with payments in 2005, if a baseload electric
generating facility with at least a 50 megawatt capacity is built after December 31,
2003, on a site that is contiguous to a municipality in which the facility is not located,
the contiguous municipality will receive annually a payment equal to the facility's
megawatt capacity multiplied by $100.
For further information see the state and local fiscal estimate, which will be
printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
