SB34,1,2 1An Act relating to: a certain highway improvement project on USH 51 in the
2city of Madison.

This bill requires the Department of Transportation, during the 2003-05 fiscal
biennium, to expend funds not exceeding $300,000 for a highway improvement
project on USH 51 at the intersection of Rieder Road in the city of Madison. The
project may only be funded from federal funds available under the federal hazard
elimination program, which provides funds for highway safety improvement
projects, and funds may be expended only if the project is consistent with the
requirements of, and regulations promulgated under, the federal hazard elimination
program. The project must include construction of certain specified traffic lanes and
installation of certain specified traffic control signals.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB34, s. 1 3Section 1. Nonstatutory provisions.
SB34,2,114 (1) Improvements to USH 51 in city of Madison. Notwithstanding section
585.07 of the statutes, during the 2003-05 fiscal biennium, the department of

1transportation shall expend funds not to exceed $300,000 from federal funds
2available under 23 USC 152 for a highway improvement project on USH 51 at the
3intersection of Rieder Road in the city of Madison in Dane County, if the project is
4consistent with the requirements of 23 USC 152 and regulations promulgated under
523 USC 152. The project shall include reconstruction of the southbound lanes of USH
651 at Rieder Road to incorporate a divided deceleration and turn lane on USH 51 for
7southbound traffic turning east onto Rieder Road from USH 51 and a divided
8acceleration lane on USH 51 for traffic traveling west on Rieder Road turning south
9onto USH 51. The project shall also include installation of any traffic control signals
10necessary to allow traffic traveling west on Rieder Road to turn onto southbound
11USH 51 without requiring southbound traffic on USH 51 to stop.
