2dedicated service to the University of Wisconsin System and to the state of

SJR67,1,64 Whereas, Katharine C. Lyall began her service to higher education in
5Wisconsin in 1982, when she became a professor of economics and vice president for
6academic affairs for the University of Wisconsin System; and
SJR67,1,87 Whereas, Lyall went on to serve 5 years as executive vice president of the
8University of Wisconsin System; and
SJR67,1,119 Whereas, after serving 8 months as acting president, Lyall was named
10president of the University of Wisconsin System in April 1992, becoming the first
11female ever to serve as the system's president; and
SJR67,1,1312 Whereas, her tenure at the University of Wisconsin System is one of the longest
13of any university system president in modern times; and

1Whereas, under her presidency, the University of Wisconsin System budget
2increased 50 percent from $2.4 billion to $3.7 billion annually, allowing an increase
3in services and opportunities for students; and
SJR67,2,64 Whereas, President Lyall helped revitalize the University of Wisconsin
5System's 13 4-year campuses, as well as helping forge new partnerships with
6Wisconsin's technical colleges; and
SJR67,2,97 Whereas, during her presidency, President Lyall made economic development
8throughout Wisconsin a top priority, sponsoring 4 annual economic summits since
9the year 2000; and
SJR67,2,1110 Whereas, President Lyall played an integral role in helping forge stronger ties
11between the 13 campuses, creating a more collaborative university system; and
SJR67,2,1412 Whereas, under her direction, hundreds of thousands of students have received
13and benefited from an exceptional education at one of the University of Wisconsin
14System campuses; and
SJR67,2,1715 Whereas, upon her retirement, President Lyall will begin a one-year
16appointment as a visiting senior scholar at the Carnegie Foundation for the
17Advancement of Teaching in Palo Alto, California; now, therefore, be it
SJR67,2,21 18Resolved by the senate, the assembly concurring, That the Wisconsin
19legislature commends President Katharine C. Lyall for her many years of dedicated
20service to the University of Wisconsin System and to the state of Wisconsin and wish
21her a long and healthy retirement; and, be it further
SJR67,2,23 22Resolved, That the senate chief clerk shall provide Katharine C. Lyall with a
23copy of this joint resolution.
