AB1093,1,2 1An Act to amend 166.03 (2) (a) 3. of the statutes; relating to: standards for local
2emergency planning programs and granting rule-making authority.

Current law requires the adjutant general to promulgate standards for
emergency management programs of counties, towns, and municipalities. The
standards must include a requirement that the local government utilize the incident
command system during a state of emergency.
This bill requires the standards to include the adoption of the
intergovernmental cooperation Mutual Aid Box Alarm System as a mechanism that
may be used for deploying personnel and equipment in a multi-jurisdictional
emergency. The bill requires the adjutant general to promulgate the standards as
rules.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1093, s. 1 3Section 1. 166.03 (2) (a) 3. of the statutes is amended to read:
AB1093,2,94 166.03 (2) (a) 3. Furnish guidance and develop and promulgate standards for
5emergency management programs for counties, cities, villages, and towns and
6municipalities
, and prescribe nomenclature for all levels of emergency management.

3command system during a state of emergency declared under sub. (1) (b) 1. or s.
4166.23 (1) or in any other multi-jurisdictional or multi-agency emergency response.
5The standards for fire, rescue, and emergency medical services shall include the
6adoption of the intergovernmental cooperation Mutual Aid Box Alarm System as a
7mechanism that may be used for deploying personnel and equipment in a
8multi-jurisdictional or multi-agency emergency response. The adjutant general
9shall promulgate these standards as rules.

AB1093,2,1411 (1) The adjutant general shall submit the proposed rules for fire, rescue, and
12emergency medical services required under section 166.03 (2) (a) 3., as affected by
13this act, to the legislative council staff by the first day of the 8th month beginning
14after publication.
