AB2,1,4 1An Act to repeal 13.52; and to amend 13.093 (2) (b) and 13.56 (1) of the statutes;
2relating to: eliminating the Joint Survey Committee on Tax Exemptions and
3increasing the membership of the Joint Committee for Review of
4Administrative Rules.
Analysis by the Legislative Reference Bureau
Under current law, a bill that relates to a tax exemption must be referred to the
Joint Survey Committee on Tax Exemptions (committee), and any such bill may not
considered further by either house of the legislature until the committee has
submitted a report setting forth an opinion on the bill's legality, the bill's fiscal effect,
and the bill's desirability as a matter of public policy. This bill eliminates this
committee and its current law functions.
In addition, the bill expands the membership of the Joint Committee for Review
of Administrative Rules from five senators and five representatives to the assembly
to seven senators and seven representatives to the assembly.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB2, s. 1 5Section 1. 13.093 (2) (b) of the statutes is amended to read:

113.093 (2) (b) Executive budget bills introduced under s. 16.47 (1) are exempt
2from the fiscal estimate requirement under par. (a) but shall, if they contain a
3provision affecting a public retirement fund or providing a tax exemption, be
4analyzed as to those provisions by the respective joint survey committee. If such a
5bill contains a provision providing a tax exemption, the bill shall be simultaneously
6referred to the joint survey committee on tax exemptions and the joint committee on
7finance. The report of the joint survey committee on tax exemptions shall be
8prepared within 60 days of introduction for bills introduced under s. 16.47 (1)
on
9retirement systems

AB2, s. 2 10Section 2. 13.52 of the statutes is repealed.
AB2, s. 3 11Section 3. 13.56 (1) of the statutes is amended to read:
AB2,2,1712 13.56 (1) Creation. There is created a joint committee for review of
13administrative rules, consisting of 5 7 senators and 5 7 representatives to the
14assembly appointed as are the members of standing committees in their respective
15houses from the majority and minority political parties in each house. In making the
16appointments, each house shall designate a cochairperson. The committee shall
17meet at the call of one of its cochairpersons.
