AB217,1,3 1An Act to amend 95.21 (2) (a), 95.21 (2) (b), 95.21 (2) (e) and 95.21 (2) (g); and
2to create 95.21 (1) (em) of the statutes; relating to: administering rabies
3vaccinations.
Analysis by the Legislative Reference Bureau
Under current law, an owner of a dog must have the dog vaccinated by a
veterinarian against rabies. Current law also allows a certified veterinary
technician to perform certain duties under the direct supervision of a licensed
veterinarian.
This bill allows a certified veterinary technician to administer a rabies
vaccination to a dog under the direct supervision of a licensed veterinarian.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB217, s. 1 4Section 1. 95.21 (1) (em) of the statutes is created to read:
AB217,1,65 95.21 (1) (em) "Veterinary technician" has the meaning designated under s.
6453.02 (12).
AB217, s. 2 7Section 2. 95.21 (2) (a) of the statutes is amended to read:

195.21 (2) (a) Requirement for vaccination. Except as provided in s. 174.054, the
2owner of a dog shall have the dog vaccinated against rabies by a veterinarian or a
3veterinary technician, pursuant to s. 453.05 (2) (d),
at no later than 5 months of age
4and revaccinated within one year after the initial vaccination. If the owner obtains
5the dog or brings the dog into this state after the dog has reached 5 months of age,
6the owner shall have the dog vaccinated against rabies within 30 days after the dog
7is obtained or brought into the state unless the dog has been vaccinated as evidenced
8by a current certificate of rabies vaccination from this state or another state. The
9owner of a dog shall have the dog revaccinated against rabies by a veterinarian or
10a veterinary technician, pursuant to s. 453.05 (2) (d),
before the date that the
11immunization expires as stated on the certificate of vaccination or, if no date is
12specified, within 3 years after the previous vaccination.
AB217, s. 3 13Section 3. 95.21 (2) (b) of the statutes is amended to read:
AB217,2,2314 95.21 (2) (b) Issuance of certificate of rabies vaccination. A veterinarian or a
15veterinary technician, pursuant to s. 453.05 (2) (d),
who vaccinates a dog against
16rabies shall complete and issue to the owner a certificate of rabies vaccination
17bearing a serial number and in the form approved by the department stating the
18owner's name and address, the name, sex, spayed or unspayed, neutered or
19unneutered, breed and color of the dog, the date of the vaccination, the type of rabies
20vaccine administered and the manufacturer's serial number, the date that the
21immunization expires as specified for that type of vaccine by the center for disease
22control of the U.S. department of health and human services and the city, village or
23town where the dog is required to be licensed.
AB217, s. 4 24Section 4. 95.21 (2) (e) of the statutes is amended to read:

195.21 (2) (e) Rabies vaccination tag. After issuing the certificate of rabies
2vaccination, the veterinarian or a veterinary technician, pursuant to s. 453.05 (2) (d),
3shall deliver to the owner a rabies vaccination tag of durable material bearing the
4same serial number as the certificate, the year the vaccination was given and the
5name, address and telephone number of the supervising veterinarian.
AB217, s. 5 6Section 5. 95.21 (2) (g) of the statutes is amended to read:
AB217,3,127 95.21 (2) (g) Duplicate tag. The veterinarian or a veterinary technician,
8pursuant to s. 453.05 (2) (d),
may furnish a new rabies vaccination tag with a new
9serial number to an owner in place of the original tag upon presentation of the
10certificate of rabies vaccination. The veterinarian or a veterinary technician,
11pursuant to s. 453.05 (2) (d),
shall then indicate the new tag number on the certificate
12and keep a record in the file.
