AB228,1,5 1An Act to renumber 20.445 (1) (e); to amend 106.13 (1), 106.13 (3m) (b) (intro.)
2and 106.13 (4) (d); and to create 106.13 (3m) (f) of the statutes; relating to:
3increasing funding for local youth apprenticeship grants for programs that are
4targeted at providing training in the areas of health care and health care
5technology and making appropriations.
Analysis by the Legislative Reference Bureau
Under current law, the Governor's Work-Based Learning Board (GWBLB),
which is attached to the Department of Workforce Development (DWD), awards
grants to local partnerships for the implementation and coordination of local youth
apprenticeship programs under which employers are recruited to provide
on-the-job training and supervision for students who are recruited to participate in
those programs. Currently, $1,100,000 in general purpose revenues (GPR) is
appropriated in each of fiscal years 2003-04 and 2004-05 for those grants. This bill
increases the amount appropriated for those grants by $1,400,000 GPR in each of
fiscal years 2005-06 and 2006-07 for the purpose of providing grants for programs
that are targeted at providing training and state-required exit testing in the areas
of health care and health care technology.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB228, s. 1 1Section 1. 20.445 (1) (e) of the statutes is renumbered 20.445 (7) (b).
AB228, s. 2 2Section 2. 106.13 (1) of the statutes is amended to read:
AB228,2,43 106.13 (1) The department board shall provide a youth apprenticeship
4program that includes the grant programs under subs. (3m) and (4).
AB228, s. 3 5Section 3. 106.13 (3m) (b) (intro.) of the statutes is amended to read:
AB228,2,166 106.13 (3m) (b) (intro.) From the appropriation under s. 20.445 (1) (e) (7) (b),
7the board shall award grants to applying local partnerships for the implementation
8and coordination of local youth apprenticeship programs. A local partnership shall
9include in its grant application the identity of each public agency, nonprofit
10organization, individual, and other person who is a participant in the local
11partnership, a plan to accomplish the implementation and coordination activities
12specified in subds. 1. to 6., and the identity of a fiscal agent who shall be responsible
13for receiving, managing, and accounting for the grant moneys received under this
14paragraph. Subject to par. (c), a local partnership that is awarded a grant under this
15paragraph may use the grant moneys awarded for any of the following
16implementation and coordination activities:

AB228,2,2118 106.13 (3m) (f) The board shall establish eligibility criteria for a grant under
19this subsection. Those criteria shall ensure that those grants will be distributed
20throughout all geographic areas of the state and in both rural and urban
21communities.

1Section 5. 106.13 (4) (d) of the statutes is amended to read:
AB228,3,62 106.13 (4) (d) The board shall establish eligibility criteria for a grant under this
3subsection. That Those criteria shall specify that eligibility for a grant shall be
4limited to small employers, as determined by the board, and to employers providing
5on-the-job training in employment areas determined by the board.
6Notwithstanding sub. (5), those criteria need not be promulgated as rules.

AB228,3,168 (1) Local youth apprenticeship grants for health care and health care
9technology training.
In the schedule under section 20.005 (3) of the statutes for the
10appropriation to the department of workforce development under section 20.445 (7)
11(b) of the statutes, as affected by the acts of 2005, the dollar amount is increased by
12$1,400,000 for fiscal year 2005-06 and by $1,400,000 for fiscal year 2006-07 to
13increase funding for the purpose of providing grants under section 106.13 (3m) (b)
14of the statutes, as affected by this act, for programs that are targeted at providing
15training and state-required exit testing in the areas of health care and health care
16technology.

AB228,3,2018 (1) Local youth apprenticeship grants for health care and health care
19technology training.
This act takes effect on the day after publication or on the 2nd
20day after publication of the 2005-07 biennial budget, whichever is later.
