1An Act to create 36.11 (49) of the statutes;
relating to: prohibiting the
2University of Wisconsin System from advertising the availability of,
3prescribing, and dispensing certain hormonal medication or combination of
4medications and prohibiting persons from advertising, prescribing, or
5dispensing the medication or combination of medications on University of
6Wisconsin System property.

This bill prohibits a person employed by or under contract with the Board of
Regents of the University of Wisconsin System (UWS) to provide health care services
to registered students from dispensing or prescribing a hormonal medication or
combination of medications that is administered only after sexual intercourse for the
postcoital control of fertility to a registered student or to any other person entitled
to receive university health care services or from advertising the availability of the
hormonal medication or combination of medications. The bill also prohibits a person
from advertising, dispensing, or prescribing the hormonal medication or
combination of medications on UWS property, except for the property leased to the
University of Wisconsin Hospitals and Clinics Authority.

The people of the state of Wisconsin, represented in senate and assembly, do

1. "Dispense" has the meaning given in s. 450.01 (7).

(b) No person whom the board employs or with whom the board contracts to
7provide health care services to students registered in the system may advertise the
8availability of, transmit a prescription order for, or dispense a hormonal medication
9or combination of medications that is administered only after sexual intercourse for
10the postcoital control of fertility to a registered student or to any other person entitled
11to receive university health care services.

(c) In addition to the prohibition under par. (b), no person may advertise,
13prescribe, or dispense a hormonal medication or combination of medications that is
14administered only after sexual intercourse for the postcoital control of fertility on
15system property, except for property leased under s. 233.04 (7).
