AB497,1,3 1An Act to amend 13.55 (1) (b) of the statutes; relating to: legislative members
2of this state's delegation to the National Conference of Commissioners on
3Uniform State Laws.
Analysis by the Legislative Reference Bureau
Currently, the legislative members of this state's delegation to the National
Conference of Commissioners on Uniform State Laws (NCCUSL) must be members
of the State Bar of Wisconsin. However, current law also provides that a former
legislator who was a member of the delegation during his or her term in office and
who is a member of the state bar may be appointed to the delegation if a sufficient
number of current legislators are not members of the state bar.
This bill provides that such a former legislator may also be appointed to the
delegation if a sufficient number of current legislators who are state bar members
are unwilling or unable to serve on the delegation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB497, s. 1 4Section 1. 13.55 (1) (b) of the statutes is amended to read:
AB497,2,145 13.55 (1) (b) Except as otherwise provided in this paragraph, only senators and
6representatives to the assembly who are members of the bar association of this state

1may be appointed to seats designated for the offices of senator and representative to
2the assembly under par. (a). A seat designated for one of these offices that cannot
3be filled as a result because of this requirement, or because a senator or
4representative to the assembly is unwilling or unable to serve on the delegation,
may
5be filled by a former senator or representative to the assembly from the applicable
6political party who served on the commission during his or her term as a senator or
7representative to the assembly and who is a member of the bar association of this
8state. The former senator or representative to the assembly may be appointed as are
9members of standing committees and shall serve for a 2-year term as provided under
10par. (a). This paragraph does not apply if the National Conference of Commissioners
11on Uniform State Laws permits individuals to become voting commissioners or
12associate members of the National Conference of Commissioners on Uniform State
13Laws without regard to membership in the bar of the state that the individual
14represents.
