Analysis by the Legislative Reference Bureau
Generally under current law, a county may not issue general obligation bonds
or promissory notes unless one or more of several specified conditions apply. The
conditions include the following:
1. A referendum is held that approves the debt issuance.
2. The debt is issued to fund or refund outstanding municipal obligations.
3. The county board adopts a resolution to issue the debt by a vote of at least
three-fourths of the members-elect of the board.
This bill changes the three-fourths vote requirement to two-thirds.
For further information see the state and local fiscal estimate, which will be
printed as an appendix to this bill.
