2a portion of STH 21 as the 2nd Infantry Division Memorial Highway.
Analysis by the Legislative Reference Bureau
Under current law, certain highway routes and bridges have been designated
and marked to memorialize, commemorate, or recognize certain individuals, groups,
or events. This bill directs the Department of Transportation (DOT) to designate
and, upon receipt of sufficient contributions from interested parties, mark the route
of STH 21 from Tomah to Sparta in Monroe County as the "2nd Infantry Division
Memorial Highway" to honor the members of the 2nd Infantry Division of the U.S.
Army, also known as the "Warrior Division," which trained at Fort McCoy from
November 1942 to the fall of 1943 and then stormed Omaha Beach on June 7, 1944;
who bravely served their country in World War I, World War II, the Korean War, and
the Iraq War; and who are headquartered at Camp Red Cloud in Korea, named after
Medal of Honor recipient Corporal Mitchell Red Cloud from Black River Falls. No
state funds, other than from contributions from interested parties, may be used for
the erection or maintenance of any markers on STH 21 to identify the highway as the
"2nd Infantry Division Memorial Highway." Markers erected by DOT must include
the insignia and motto of the 2nd Infantry Division.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB671,2,12 284.1034 Second Infantry Division Memorial Highway. (1) The
3department shall designate and, subject to sub. (2), mark the route of STH 21,
4commencing at the city of Tomah in Monroe County and proceeding westerly to the
5city of Sparta in Monroe County, as the "2nd Infantry Division Memorial Highway"
6as a living memorial to and in honor of the members of the 2nd Infantry Division of
7the U.S. army, also known as the "Warrior Division," which trained at Fort McCoy
8from November 1942 to the fall of 1943 and then stormed Omaha Beach on June 7,
91944; who bravely served their country in World War I, World War II, the Korean
10War, and the Iraq War; and who are headquartered at Camp Red Cloud in Korea,
11named after Medal of Honor recipient Corporal Mitchell Red Cloud from Black River
12Falls.
AB671,2,21 13(2) Upon receipt of sufficient contributions from interested parties, including
14any county, city, village, or town, to cover the costs of erecting and maintaining
15markers along the route specified in sub. (1) to identify clearly to motorists the
16designation of the route as the "2nd Infantry Division Memorial Highway," the
17department shall erect and maintain the markers. The markers shall include the
18display of the 2nd Infantry Division's shield-star-Indianhead insignia and motto
19"SECOND TO NONE." No state funds, other than from the receipt of contributions
20under this subsection, may be expended for the erection or maintenance of the
21markers.
