AB701,1,2 An Act to amend 15.91 of the statutes; relating to: composition of the Board of Regents of the University of Wisconsin System.

Analysis by the Legislative Reference Bureau

Under current law, 14 citizen members serve on the Board of Regents (Board) of the University of Wisconsin System. This bill requires the appointment to the Board of at least one citizen member who resides in each of Wisconsin's congressional districts.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB701, s. 1 Section 1. 15.91 of the statutes is amended to read:

AB701,2,9 15.91 Board of regents of the University of Wisconsin System; creation. There is created a board of regents of the University of Wisconsin System consisting of the state superintendent of public instruction, the president, or by his or her designation another member, of the technical college system board and 14 citizen members appointed for staggered 7-year terms, and a student enrolled at least half-time and in good academic standing at an institution within the University of Wisconsin System who is at least 18 years old and a resident of this state, for a 2-year term. At least one of the citizen members shall reside in each of this state's congressional districts. The student member may be selected from recommendations made by elected representatives of student governments at institutions within the University of Wisconsin System. The governor may not appoint a student member from the same institution in any 2 consecutive terms. If the student member loses the status upon which the appointment was based, he or she shall cease to be a member of the board of regents.

AB701, s. 2 Section 2. Nonstatutory provisions.

AB701,2,11 (1) Notwithstanding section 15.91 of the statutes, as affected by this act:

AB701,2,14 (a) The initial term of one of the citizen members of the Board of Regents of the University of Wisconsin System representing a congressional district shall commence on May 1, 2007.

AB701,2,17 (b) The initial term of one of the citizen members of the Board of Regents of the University of Wisconsin System representing a congressional district shall commence on May 1, 2008.

AB701,2,20 (c) The initial term of one of the citizen members of the Board of Regents of the University of Wisconsin System representing a congressional district shall commence on May 1, 2009.

AB701,2,23 (d) The initial term of one of the citizen members of the Board of Regents of the University of Wisconsin System representing a congressional district shall commence on May 1, 2010.

AB701,3,3 (e) The initial term of one of the citizen members of the Board of Regents of the University of Wisconsin System representing a congressional district shall commence on May 1, 2011.

AB701,3,6 (f) The initial term of one of the citizen members of the Board of Regents of the University of Wisconsin System representing a congressional district shall commence on May 1, 2012.

AB701,3,9 (g) The initial term of the remaining citizen members of the Board of Regents of the University of Wisconsin System representing a congressional district shall commence on May 1, 2013.
