1An Act to amend 289.645 (3) of the statutes;
relating to: increasing the
2recycling fee imposed on the disposal of solid waste, the program of financial
3assistance for local recycling programs, and making an appropriation.
Analysis by the Legislative Reference Bureau
Current law imposes a fee of $3 per ton on solid waste, other than certain kinds
of high-volume industrial waste, disposed of at a landfill or other waste disposal
facility. This type of fee is often called a tipping fee. The recycling fee is deposited
into the recycling fund.
This bill increases the recycling fee to $10 per ton. The bill also increases
funding for the program that provides financial assistance to local governmental
units that operate recycling programs.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(3) Amount of recycling fee. The fee imposed under this section is
6$3 $10 per ton for all solid waste other than high-volume industrial waste.

Local governmental recycling assistance. In the schedule under section
320.005 (3) of the statutes for the appropriation to the department of natural
4resources under section 20.370 (6) (bu) of the statutes, as affected by the acts of 2005,
5the dollar amount is increased by $48,000,000 for fiscal year 2006-07 to increase
6funding for the purpose for which the appropriation is made.

9waste disposed of on the effective date of this subsection.
