AB845,1,3 1An Act to create 20.143 (1) (bn) and 560.03 (24) of the statutes; relating to:
2creating an economic development program Web site and making an
3appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Commerce (department) to create a Web
site that allows access to information concerning every economic development
program available in this state. In addition, the department must develop a Web site
template that chambers of commerce in this state may customize to meet the needs
of the areas that they serve and that is directly linked to a statewide database.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB845, s. 2 1Section 2. 20.143 (1) (bn) of the statutes is created to read:
AB845,2,42 20.143 (1) (bn) Economic development programs Web site. The amounts in the
3schedule to develop the economic development programs Web site under s. 560.03
4(24).
AB845, s. 3 5Section 3. 560.03 (24) of the statutes is created to read:
AB845,3,96 560.03 (24) Make information about all economic development programs in
7this state available on a Web site that is accessible through the Internet by any
8member of the public. The information shall cover any economic development
9program established under state or federal law or municipal ordinances and shall be
10organized in a manner that enhances the accessibility of the information. The Web
11site shall be organized in a manner that allows a user to search for a general listing
12of available programs and also for specific programs based on the type of business,
13how long a business has been operating, the financial needs of the business, the
14numbers of persons employed by a business, and other related information. The Web
15site shall include an interface for out-of-state businesses that may relocate to this
16state and shall provide a means by which an out-of-state business may receive
17information specific to that business; an interface for entrepreneurs who may start
18a business in this state and that includes access to information regarding managerial
19training, business plans, and financing; and an interface for businesses that may

1expand their operations in this state and that includes access to information
2regarding state assistance and economic development programs that are relevant to
3that business. The department shall develop a Web site template for use by
4chambers of commerce in this state, which a chamber of commerce may customize
5to meet the needs of the area served by the chamber of commerce, including providing
6links to local units of government and local economic development programs, and
7which is directly linked to a statewide database that may be searched for a general
8listing of available programs and for specific programs based on specific business
9information as described in this subsection.
AB845, s. 4 10Section 4. Effective date.
AB845,3,1311 (1) The treatment of section 20.143 (1) (bn) of the statutes takes effect on July
121, 2005, or on the day after publication of the 2005-07 biennial budget act, whichever
13is later.
