AB875,1,6 1An Act to amend 23.33 (2j) (e), 30.35 (2a) (a), 30.38 (9) (a) and 350.12 (3j) (d);
2and to create 23.33 (2) (b) 3m., 30.51 (2) (a) 10. and 350.12 (2) (d) of the statutes;
3relating to: exempting from registration and trail sticker requirements
4snowmobiles and all-terrain vehicles that are used in certain advertisements
5and exempting from certificate of number and registration requirements boats
6which are used in certain advertisements.
Analysis by the Legislative Reference Bureau
Under current law, with limited exceptions, an owner of a motorboat or a larger
sailboat (boat), a snowmobile, or an all-terrain vehicle (ATV) must register the boat,
snowmobile, or ATV with the Department of Natural Resources and must pay a
registration fee. Upon registration, the owner is issued a certificate of number for
a boat or a registration certificate for a snowmobile or an ATV. Exceptions to these
registration requirements include boats, snowmobiles, and ATVs that are registered
in other states or that are being used exclusively in racing competitions in this state.
This bill creates an additional exemption for a boat, snowmobile, or ATV that is in
the state for not more than 15 days and that is used exclusively as part of an
advertisement being made for the manufacturer of the boat, snowmobile, or ATV.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB875, s. 1 1Section 1. 23.33 (2) (b) 3m. of the statutes is created to read:
AB875,2,42 23.33 (2) (b) 3m. Present in this state, for a period not to exceed 15 days, and
3if it is used exclusively as part of an advertisement being made for the manufacturer
4of the all-terrain vehicle.
AB875, s. 2 5Section 2. 23.33 (2j) (e) of the statutes is amended to read:
AB875,2,126 23.33 (2j) (e) An all-terrain vehicle that is registered under sub. (2) (a) or that
7is exempt from registration under sub. (2) (b) 1., 3., 3m., or 4. is exempt from having
8a nonresident trail pass displayed as required under par. (b). The department may
9promulgate a rule to exempt all-terrain vehicles that are exempt from registration
10under sub. (2) (b) 5. from having nonresident trail passes displayed as required under
11par. (b) or may promulgate a rule to exempt owners of such all-terrain vehicles from
12having to pay any applicable nonresident trail pass fee.
AB875, s. 3 13Section 3. 30.35 (2a) (a) of the statutes is amended to read:

15requirements under s. 30.51 (2) (a) 3., 5. or, 9., or 10.

10exempt from registration under sub. (2) (a) or (d) is exempt from having a trail use
11sticker displayed under par. (a).
