AB877,1,3 1An Act to amend 39.41 (1) (bm) of the statutes; relating to: the earning of
2certain mathematics and science credits as a condition of eligibility for an
3academic excellence higher education scholarship.

Under current law, the Higher Educational Aids Board (HEAB) administers
the Academic Excellence Higher Education Scholarship Program under which
HEAB awards scholarships to certain high school seniors, designated on the basis
of grade point average, who in the academic year following their senior year enroll,
on a full-time basis, in a public or private institution of higher education in this state.
Under the program, a higher education scholarship recipient who enrolls in an
institution within the University of Wisconsin (UW) System or the Technical College
System (TCS) is exempt from all tuition and fees, up to $2,250 per academic year, for
each year, up to four years in the UW System and three years in the TCS, that the
recipient is enrolled full time, maintains at least a 3.000 grade point average, and
makes satisfactory progress toward an associate or a bachelor's degree.
This bill, beginning with pupils who are seniors in the 2009-10 school year,
limits eligibility for a higher education scholarship to pupils who have earned, or who
by the time of graduation are expected to have earned, in the high school grades at
least four credits of mathematics and four credits of science.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 39.41 (1) (bm) of the statutes is amended to read:
AB877,2,82 39.41 (1) (bm) "Senior" means a pupil enrolled in the 12th grade in a public or
3private high school, the school operated by the Wisconsin Educational Services
4Program for the Deaf and Hard of Hearing or the school operated by the Wisconsin
5Center for the Blind and Visually Impaired. Beginning in the 2009-10 school year,
6a pupil shall not be considered a senior unless the pupil has earned, or by the time
7of graduation is expected to have earned, in the high school grades at least 4 credits
8of mathematics and 4 credits of science.
