AB905,1,3 1An Act to amend 29.194 (1) of the statutes; relating to: issuing resident fishing
2licenses, resident small game hunting licenses, and resident deer hunting
3licenses to certain students attending colleges or universities in this state.
Analysis by the Legislative Reference Bureau
Under current law, a student who is not a permanent resident of this state but
who is a full-time undergraduate student at a college or university in this state that
offers a bachelor's degree may be issued a resident fishing, small game hunting, or
deer hunting license instead of a corresponding nonresident fishing or hunting
license. The fees for these types of resident licenses are lower than those for the
nonresident licenses.
Under this bill, a full-time student attending a college in this state that offers
an associate degree is also eligible for these resident licenses. Also, under the bill,
a postgraduate student is eligible for these licenses.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB905, s. 1 4Section 1. 29.194 (1) of the statutes is amended to read:

129.194 (1) Certain resident licenses may be issued to students and members
2of the armed forces.
Notwithstanding ss. 29.024 (2) and 29.228 (1) (a), the
3department shall issue a resident fishing license, resident small game hunting
4license or resident deer hunting license to a qualified student or qualified member
5of the armed forces applying for the license. A qualified student is a person who
6exhibits proof that he or she is a registered full-time undergraduate student in
7residence at
who is present in this state attending a public or private college or
8university that is located in this state and offering that offers an associate degree or
9a bachelor's degree or that he or she is a citizen of a foreign country temporarily
10residing in this state while attending a high school located in this state or an
11agricultural short course at the University of Wisconsin System. A qualified member
12of the armed forces is a person who exhibits proof that he or she is in active service
13with the U.S. armed forces and that he or she is stationed in this state.
AB905, s. 2 14Section 2. Effective date.
AB905,2,1615 (1) This act takes effect on the first day of the 3rd month beginning after
16publication.
