Joint Rule 94: This joint rule is created to prohibit fund-raising social events
and related campaign contributions by legislative leaders and members of the
legislature before the date of enactment of the executive budget bill.

AJR45,1,10 10Joint Rule 94. Campaign contributions. (1) In this rule:

1(a) "Contribution," "legislative campaign committee," and "personal campaign
2committee" have the meanings given for the terms in section 11.01 of the statutes.
AJR45,2,43 (b) "Legislative leader" means a member of the senate or assembly committee
4on organization or the joint committee on finance.
AJR45,2,145 (2) A legislative leader or member may not schedule, hold, or attend, or solicit,
6make, or receive, a contribution for or at; or authorize a legislative campaign
7committee to schedule, hold, or attend, or solicit, make, or receive, a contribution for
8or at; and a legislative leader or member may not schedule, hold, or attend, or solicit,
9make, or receive, a contribution for or at; or authorize his or her personal campaign
10committee to schedule, hold, or attend, or solicit, make, or receive, a contribution for
11or at; a fund-raising social event or otherwise after January 1 of the odd-numbered
12year and before the date of enactment, as defined in section 35.095 (1) (a) of the
13statutes, of the executive budget bill introduced under section 16.47 (1) of the
14statutes.
AJR45,2,1815 (3) Subsection (2) does not apply to a fund-raising social event of a legislative
16campaign committee held during the period between the first day authorized for
17filing nomination papers for any special election to the senate or assembly and the
18date of the special election.
AJR45,2,2519 (4) Subsection (2) does not apply to a fund-raising social event of a current
20member of the senate or assembly or his or her personal campaign committee held
21during the period between the first day authorized for filing nomination papers for
22any office for which a current member of the senate or assembly is a candidate and
23the date of the election for that office, if the event is held within the boundaries of
24the jurisdiction or district served by the office for which the current member of the
25senate or assembly is a candidate.

1(5) Subsection (2) does not apply to a fund-raising social event of a current
2member of the senate or assembly or his or her personal campaign committee held
3during the period between the first day authorized for filing nomination papers for
4any office, other than senator, in the case of a member of the senate, or other than
5representative to the assembly, in the case of a member of the assembly, for which
6a current member of the senate or assembly is a candidate and the date of the election
7for that other office.
