AR24,1,2 1To amend assembly rule 32 (1) (a) and assembly rule 39 (1); relating to: the
2prohibition against memorializing the federal government.

Currently, in the assembly rules, there exists a prohibition against the offering
of any assembly joint resolution or resolution memorializing Congress or any branch
or officer of the federal government, a prohibition against the assembly receiving a
senate joint resolution memorializing Congress or any branch or officer of the federal
government, and a requirement that each such senate joint resolution must be
transmitted back to the senate immediately after the message referring to the senate
joint resolution is read. This resolution exempts from these rules any joint resolution
or resolution that memorializes Congress or any branch or officer of the federal
government to permit the importation of prescription drugs from Canada.

AR24, s. 1 4Section 1. Assembly rule 32 (1) (a) is amended to read:
AR24,2,10 5Assembly rule 32 (1) (a) Except as otherwise provided in this paragraph,
6messages from the senate or from the governor may be received and read, and any
7proposal referenced in the messages that is a senate proposal initially received for
8consideration of the assembly shall be referred and any other proposals referenced

1in the messages shall be taken up immediately unless referred by the presiding
2officer to a standing committee or to the calendar. Any messages from the senate
3referring to a senate joint resolution memorializing Congress or any branch or officer
4of the federal government that is received for consideration of the assembly may be
5read but the senate joint resolution may not be received for consideration. The,
6unless the senate joint resolution memorializes Congress or any branch or officer of
7the federal government to permit the importation of prescription drugs from Canada.
8Any
senate joint resolution that does not memorialize Congress or any branch or
9officer of the federal government to permit the importation of prescription drugs from
10Canada
shall be transmitted to the senate immediately after the message is read;
AR24, s. 2 11Section 2. Assembly rule 39 (1) is amended to read:
AR24,2,18 12Assembly rule 39 (1) Except as otherwise provided in joint rule 83 (2) and this
13subsection, any member or standing committee may introduce or offer proposals in
14the assembly on any day of the biennial legislative session. No member or standing
15committee may offer any assembly joint resolution or resolution memorializing
16Congress or any branch or officer of the federal government, unless the assembly
17joint resolution or resolution memorializes Congress or any branch or officer of the
18federal government to permit the importation of prescription drugs from Canada
