AR47,1,2 1To amend assembly rule 32 (1) (a) and assembly rule 39 (1); relating to: the
2prohibition against memorializing the federal government.

Current assembly rules prohibit the offering of any assembly joint resolution
or resolution memorializing Congress or any branch or officer of the federal
government, prohibit the assembly from receiving a senate joint resolution
memorializing Congress or any branch or officer of the federal government, and
require that each such senate joint resolution must be transmitted back to the senate
immediately after the message referring to the senate joint resolution is read.
This resolution permits any such resolution to be offered or considered in the
assembly if the resolution memorializes Congress or any branch or officer of the
federal government to prohibit the contracting of any port security function to a
person who is a citizen of a country that the Congress or any other branch or officer
of the federal government determines is a security or military threat to the United
States.

AR47, s. 1 4Section 1. Assembly rule 32 (1) (a) is amended to read:
AR47,2,14 5Assembly Rule 32 (1) (a) Except as otherwise provided in this paragraph,
6messages from the senate or from the governor may be received and read, and any

1proposal referenced in the messages that is a senate proposal initially received for
2consideration of the assembly shall be referred and any other proposals referenced
3in the messages shall be taken up immediately unless referred by the presiding
4officer to a standing committee or to the calendar. Any messages from the senate
5referring to a senate joint resolution memorializing Congress or any branch or officer
6of the federal government that is received for consideration of the assembly may be
7read but the senate joint resolution may not be received for consideration. The,
8unless the senate joint resolution memorializes Congress or any branch or officer of
9the federal government to prohibit the contracting of any port security function to
10a person who is a citizen of a country that the Congress or any other branch or officer
11of the federal government determines is a security or military threat to the United
12States. Any
senate joint resolution that memorializes Congress or any branch or
13officer of the federal government for any other purpose
shall be transmitted to the
14senate immediately after the message is read;
AR47, s. 2 15Section 2. Assembly rule 39 (1) is amended to read:
AR47,3,2 16Assembly Rule 39 (1) Except as otherwise provided in joint rule 83 (2) and this
17subsection, any member or standing committee may introduce or offer proposals in
18the assembly on any day of the biennial legislative session. No member or standing
19committee may offer any assembly joint resolution or resolution memorializing
20Congress or any branch or officer of the federal government, unless the assembly
21joint resolution or resolution memorializes Congress or any branch or officer of the
22federal government to prohibit the contracting of any port security function to a
23person who is a citizen of a country that the Congress or any other branch or officer

1of the federal government determines is a security or military threat to the United
2States
