SB370,1,4 1An Act to amend 39.41 (2) (b); and to create 39.41 (1) (c) of the statutes;
2relating to: eligibility of a student enrolled in a 2-year, full-time vocational
3diploma program at a technical college for an academic excellence higher
4education scholarship.
Analysis by the Legislative Reference Bureau
Under current law, the Higher Educational Aids Board (HEAB) administers
the Academic Excellence Higher Education Scholarship Program under which
HEAB awards scholarships to certain scholars, designated on the basis of grade
point average, who enroll, on a full-time basis, in a public or private institution of
higher education in this state. Under the program, a higher education scholarship
recipient who enrolls in an institution within the University of Wisconsin (UW)
System or the Technical College System (TCS) is exempt from all tuition and fees,
up to $2,250 per academic year, for each year, up to four years in the UW System and
three years in the TCS, that the recipient is enrolled full time, maintains at least a
3.000 grade point average, and makes satisfactory progress toward an associate or
a bachelor's degree.
This bill extends eligibility for a higher education scholarship to a scholar
enrolled in a two-year, full-time vocational diploma program, which is a program in
an area designated and approved by the TCS Board for which the course
requirements are established by the TCS Board.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB370, s. 1 1Section 1. 39.41 (1) (c) of the statutes is created to read:
SB370,2,52 39.41 (1) (c) "Vocational diploma" means a diploma granted to a person who has
3completed a 2-year, full-time program in an area designated and approved by the
4technical college system board for which the course requirements are established by
5that board.
SB370, s. 2 6Section 2. 39.41 (2) (b) of the statutes is amended to read:
SB370,2,167 39.41 (2) (b) For each year that a scholar who receives a scholarship under par.
8(a) is enrolled full time, maintains at least a 3.000 grade point average, or the
9equivalent as determined by the institution or district school, and makes satisfactory
10progress toward an associate or degree, a bachelor's degree, or a vocational diploma,
11the student shall be exempt from all tuition and fees, including segregated fees, in
12the subsequent year, except that the maximum scholarship for a scholar who receives
13an original scholarship for the 1996-97 academic year or for any academic year
14thereafter may not exceed $2,250 per academic year. No scholar is eligible for an
15exemption for more than 4 years in the University of Wisconsin System or more than
163 years at a district school.

SB370,2,2018 (1) Eligibility for academic excellence higher education scholarships. This
19act first applies to an academic excellence higher education scholarship originally
20awarded for the 2005-06 academic year.
