SB49,1,3 1An Act to repeal 30.715 (4) (c); and to amend 30.715 (3) and 30.715 (4) (d) of
2the statutes; relating to: removal of zebra mussels from boats, boat trailers,
3and boating equipment.
Analysis by the Legislative Reference Bureau
Under current law, no person may place or use a boat, boat trailer, or boating
equipment in the Lower St. Croix River if the person has reason to believe that the
boat, boat trailer, or boating equipment has zebra mussels attached. This bill
prohibits a person from placing or using a boat, boat trailer, or boating equipment
in any navigable water if the person has reason to believe that the boat, boat trailer,
or boating equipment has zebra mussels attached.
Currently, a law enforcement officer can order a person to remove zebra mussels
from a boat, boat trailer, or boating equipment before placing the boat, boat trailer,
or boating equipment in the Lower St. Croix River. In addition, current law allows
a law enforcement officer to order a person to remove or not place a boat, boat trailer,
or boating equipment in a navigable water if the officer has reason to believe that the
boat, boat trailer, or boating equipment has zebra mussels attached.
The bill allows a law enforcement officer to order a person to remove zebra
mussels from a boat, boat trailer, or boating equipment or to order a person to remove
a boat, boat trailer, or boating equipment from or not place a boat, boat trailer, or
boating equipment in any navigable water if the officer has reason to believe the boat,
boat trailer, or boating equipment has zebra mussels attached.

For further information see the state and local fiscal estimate, which will be
printed as an appendix to this bill.
