SB523,1,3 1An Act to amend 20.370 (1) (hw); and to create 29.1923, 29.235 (4m), 29.562,
229.563 (2) (h) and 169.20 (4m) of the statutes; relating to: pheasant carcass
3tags, bird dog training license fees, and hunting fee restrictions.
Analysis by the Legislative Reference Bureau
Under current law, with certain exceptions, no person may hunt pheasant in a
pheasant management zone unless the person has, in addition to a valid hunting
license, a pheasant hunting stamp issued by the Department of Natural Resources
(DNR). This bill requires DNR to issue ten pheasant carcass tags, upon request, to
each person who is issued a pheasant hunting stamp and to issue ten pheasant
carcass tags automatically to a person who has a conservation patron license. A
person who kills a pheasant on public hunting grounds stocked by DNR must attach
the carcass tag to the leg of the pheasant. The bill establishes a fee for issuance of
carcass tags of $10 for ten tags, except that conservation patron license holders may
obtain ten tags without paying a fee. Under the bill, DNR must use the fees collected
for issuance of carcass tags for raising, purchasing, stocking, and propagating
pheasants on lands under DNR's ownership, management, supervision, or control.
This bill also provides that DNR may not charge any fees for the privilege of
hunting other than the fees specified by statute.
Under current law, no person may hunt certain live captive wild birds,
including certain pheasants, solely for the purpose of training a dog to retrieve and
track game unless DNR issues the person a bird dog training license. This bill
requires that DNR use the money collected from fees for bird dog training licenses
to maintain certain dog training grounds established by DNR.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB523, s. 1 1Section 1. 20.370 (1) (hw) of the statutes, as created by 2005 Wisconsin Act 25,
2is amended to read:

of the moneys received under s. 29.191 (2)
5for the raising, purchasing, stocking, and propagation of pheasants on lands under
6the department's ownership, management, supervision, or control.
SB523, s. 2 7Section 2. 29.1923 of the statutes is created to read:
SB523,2,14 829.1923 Pheasant carcass tags. (1) The department shall issue pheasant
9carcass tags to each person who is issued a conservation patron license under s.
1029.235. The department shall, upon request, issue pheasant carcass tags to each
11person who is issued a pheasant hunting stamp. The department shall issue the
12pheasant carcass tags in packs of 10. A person who kills a pheasant on public hunting
13grounds upon which pheasant have been stocked by the department shall
14immediately attach a carcass tag to the leg of the pheasant.

16account under s. 20.370 (1) (hw).
SB523, s. 3 17Section 3. 29.235 (4m) of the statutes is created to read:

2029.1923. The department may charge a fee for additional packs of pheasant carcass

1Section 4. 29.562 of the statutes is created to read:
SB523,3,4 229.562 Hunting fees. Except as provided under s. 29.319 (1) (a), the
3department may not charge any fee for the privilege of hunting other than the fees
4specified under this subchapter.

SB523,3,118 169.20 (4m) Use of moneys from fees. The department shall expend the
9money collected from fees for bird dog training licenses under sub. (1) for the
10maintenance of class 1 and class 2 dog training grounds as established by the
11department.
SB523, s. 7 12Section 7. Effective dates. This act takes effect on the day after publication,
13except as follows:

15takes effect on March 1, 2006.
