2005 - 2006 LEGISLATURE
February 3, 2006 - Introduced by Law Revision Committee. Referred to Committee
on Natural Resources and Transportation.
SB556,1,3 1An Act to amend 23.22 (3) (a) of the statutes; relating to: a system of classifying
2invasive species (suggested as remedial legislation by the Department of
3Natural Resources).
Analysis by the Legislative Reference Bureau
Under current law the Invasive Species Council must make recommendations
to the Department of Natural Resources for a system for classifying invasive species
for the statewide program that is established to control invasive species. Current law
defines an invasive species to be a nonnative species whose introduction into the
state causes or is likely to cause economic or environmental harm or harm to human
health. Under current law a provision states that under the classification system
there must be criteria for determining how to respond to the introduction or spread
of native species. This bill corrects the terminology by changing "native species" to
"invasive species."
For further information, see the Notes provided by the Law Revision
Committee of the Joint Legislative Council.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Law Revision Committee prefatory note: This bill is a remedial legislation
proposal, requested by the Department of Natural Resources and introduced by the Law
Revision Committee under s. 13.83 (1) (c) 4., stats. After careful consideration of the

various provisions of the bill, the Law Revision Committee has determined that this bill
makes minor substantive changes in the statutes, and that these changes are desirable
as a matter of public policy.
SB556, s. 1 1Section 1. 23.22 (3) (a) of the statutes is amended to read:
SB556,2,82 23.22 (3) (a) The council shall make recommendations to the department for
3a system for classifying invasive species under the program established under sub.
4(2). The recommendations shall contain criteria for each classification to be used, the

6priorities for controlling invasive species under each classification, and criteria for
7determining the types of actions to be taken in response to the introduction or spread
8of a native an invasive species under each classification.
