SB670,1,4 1An Act to amend 118.019 (2) (e); and to create 253.15 of the statutes; relating
2to:
inclusion in the curricula for instructional programs in human growth and
3development informational materials describing the procedures for adoption
4and listing agencies that provide adoption services.

Under current law a school board may provide an instructional program in
human growth and development in grades kindergarten to 12 that may include
instruction in the following areas: 1) self-esteem, responsible decision making, and
personal responsibility; 2) interpersonal relationships; 3) discouragement of
adolescent sexual activity; 4) family life and skills required of a parent; and 5) human
sexuality, reproduction, family planning, human immunodeficiency virus and
acquired immunodeficiency syndrome, prenatal development, childbirth, adoption,
available prenatal and postnatal support, and male and female responsibility. If a
school board offers instruction in any of these areas, it must also provide instruction
in marriage and parental responsibility.
This bill requires the Department of Health and Family Services to prepare and
distribute to all school boards that provide instructional programs in human growth
and development, for inclusion in the curricula for those programs, informational
materials describing the procedures governing adoption and listing, by geographical
region, all public and private agencies that provide adoption services.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB670, s. 1 1Section 1. 118.019 (2) (e) of the statutes is amended to read:

3s. 253.07 (1) (a), including natural family planning; human immunodeficiency virus
4and acquired immunodeficiency syndrome; prenatal development; childbirth;
5adoption, including the information specified in s. 253.15; available prenatal and
6postnatal support; and male and female responsibility.
SB670, s. 2 7Section 2. 253.15 of the statutes is created to read:
SB670,2,13 8253.15 Information relating to adoption of children. The department
9shall prepare and distribute to all school boards that provide instructional programs
10in human growth and development under s. 118.019, for inclusion in the curricula
11for those programs, informational materials describing the procedures governing the
12adoption of children and listing, by geographical region, all public and private
13agencies that provide adoption services.
SB670, s. 3 14Section 3. Nonstatutory provisions.
SB670,2,19 15(1) Preparation and distribution of adoption information. By the first day of
16the 4th month beginning after the effective date of this subsection, the department
17of health and family services shall prepare and distribute the informational
18materials specified in section 253.15 of the statutes, as created by this act, as
19required under that section of the statutes.

1(1) Adoption information in curriculum. This act (with respect to the inclusion
2of the information specified in section 253.15 of the statutes in the human growth and
3development curriculum of a school board) first applies to curriculum provided in the
42007-08 school year.
