SJR52,1,3 1Relating to: supporting the creation of a compact with the states of Iowa, Illinois,
2Michigan, and Minnesota for the purpose of pooling resources to attract
3biotechnology research.
SJR52,1,54 Whereas, the biotechnology industry has created a very competitive market for
5states that want this type of research done within their respective borders; and
SJR52,1,86 Whereas, midwestern states have a difficult time competing against states
7such as California that has bonded $3 billion for research through the public
8ratification of proposition 71 in 2004; and
SJR52,1,119 Whereas, the midwestern institutions of higher learning, as well as established
10research companies, can compete and lead the nation in research if financial tools
11are available, and the cross-state political environment is cohesive; and
SJR52,1,1412 Whereas, creating a compact with neighboring states will ensure that existing
13and new businesses know that the Midwest can compete for research dollars and
14spin-off company relocation; and

1Whereas, said companies know that the midwestern states are open for
2business and will work to be competitive with states, such as California, and nations;
3now, therefore, be it
SJR52,2,7 4Resolved by the senate, the assembly concurring, That the Wisconsin
5legislature asks the governor of the state of Wisconsin to work with the governors of
6the midwestern states to pool resources in an effort to compete for more
7biotechnology research; and, be it further
SJR52,2,10 8Resolved, That the governor of the state of Wisconsin should work to solidify
9a compact with the states of Iowa, Illinois, Michigan, and Minnesota for the purpose
10of pooling resources to attract biotechnology research; and, be it further
SJR52,2,15 11Resolved, That the governor of the state of Wisconsin is urged to bring political
12leaders, top university officials, and business leaders from the aforementioned
13midwestern states to initiate a dialogue on how these states can compete for
14biotechnology start-up business, business retention, and business expansion; and,
15be it further
SJR52,2,17 16Resolved, That the senate chief clerk shall send a copy of this joint resolution
17to the governors of the states of Illinois, Iowa, Michigan, Minnesota, and Wisconsin.
