AB517,1,3 1An Act to repeal 118.51 (7) (a); to renumber 118.51 (7) (b); and to repeal and
2recreate
118.51 (7) (title) of the statutes; relating to: eliminating racial
3balance as a basis for rejecting a pupil under the Open Enrollment Program.
Analysis by the Legislative Reference Bureau
Under current law, a school board that participates in the Special Transfer
Program (commonly known as Chapter 220) must reject any application for transfer
into or out of the school district under the Open Enrollment Program if the transfer
would increase racial imbalance in the school district.
This bill eliminates this provision.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB517, s. 1 4Section 1. 118.51 (7) (title) of the statutes is repealed and recreated to read:
AB517,1,55 118.51 (7) (title) Special transfer program.
AB517, s. 2 6Section 2. 118.51 (7) (a) of the statutes is repealed.
AB517, s. 3 7Section 3. 118.51 (7) (b) of the statutes is renumbered 118.51 (7).
AB517, s. 4 8Section 4. Effective date.

1(1) This act takes effect on the first Monday in February following the date of
