1An Act to amend 196.218 (5) (a) 6. of the statutes;
relating to: use of universal
2service fund to pay for certain telecommunications services provided to the
3University of Wisconsin System (suggested as remedial legislation by the Board
4of Regents of the University of Wisconsin System).
Analysis by the Legislative Reference Bureau
Under current law, the Public Service Commission must require certain
telecommunications providers to make contributions to the universal service fund
(USF), which is used for promoting universal telecommunications service and for
other specified purposes. One of the specified purposes is to pay the Department of
Administration (DOA) for telecommunications services provided by DOA to the
campuses of the University of Wisconsin (UW) System. This bill changes that
purpose so that the USF may be used to pay BadgerNet Converged Network (BCN)
service providers for telecommunications services provided by DOA to the campuses
of the UW System. (DOA has contracted with BCN for providing such services.)

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Law Revision Committee prefatory note: This bill is a remedial legislation
proposal, requested by the Board of Regents of the University of Wisconsin System and
introduced by the Law Revision Committee under s. 13.83 (1) (c) 4., stats. After careful
consideration of the various provisions of the bill, the Law Revision Committee has
determined that this bill makes minor substantive changes in the statutes, and that these
changes are desirable as a matter of public policy.

(5) (a) 6. To pay the
department of administration BadgerNet
4Converged Network service providers for telecommunications services provided
5under s. 16.972
(1) to the campuses of the University of Wisconsin System.
Note: This bill corrects language in current law relating to the University of
Wisconsin System's payment mechanism for BadgerNet telecommunications services.
The contract is no longer held by the department of administration, but is held by AT&T.
This statutory change enables payment to whoever is the entity that is the BadgerNet
converged network service provider.
