2Resolved by the assembly, the senate concurring, That the state
3legislature should enact health care reform legislation by December 31, 2009, that
4meets the following standards:

Guarantees every Wisconsin resident a standard health care benefits package
6that is as good as what state legislators currently receive;

Guarantees health care coverage that is affordable for all Wisconsin residents
8and businesses and limits excessive insurance company profits;

Guarantees health care coverage that is available to every individual who
10applies for coverage and that cannot be denied to the individual based on his or her
11age, health status, occupation, or preexisting health conditions;

Guarantees that individuals can choose their own doctors and have a choice of

1Guarantees that responsibility for paying the cost of health care coverage will
