AJR55,1,42 Whereas, good health is essential to every citizen of the world, and access to the
3highest standards of health information and services is necessary to improve public
4health; and
AJR55,1,75 Whereas, the World Health Organization (WHO) has set forth in the first
6chapter of its charter the principle of "universal participation" to advance the health
7of all people, including the 23 million people in Taiwan; and
AJR55,1,108 Whereas, direct and unobstructed participation in international health forums
9and programs is essential to limit the spread of various infectious diseases, including
10severe acute respiratory syndrome and avian flu; and
AJR55,1,1311 Whereas, in recent years the Republic of China (Taiwan) has expressed a
12willingness to assist financially and technically in international health activities
13supported by WHO; and

1Whereas, the United States, in the 1994 Taiwan Policy Review, declared its
2intention to support Taiwan's participation in appropriate international
3organizations; and
AJR55,2,64 Whereas, the United States Centers for Disease Control and Prevention and its
5Taiwanese counterpart have enjoyed close collaboration on a wide range of public
6health issues; and
AJR55,2,97 Whereas, Taiwan values the principles of democracy, religious freedom,
8humanitarianism, and market economics, which are hallmarks of the state of
9Wisconsin and of the United States of America; now, therefore, be it
AJR55,2,12 10Resolved by the assembly, the senate concurring, That the members of the
11Wisconsin legislature support Taiwan's admission as an observer to WHO and its full
12participation in WHO; and, be it further
AJR55,2,15 13Resolved, That the assembly chief clerk shall provide a copy of this resolution
14to the World Health Organization and the Taipei Economic and Cultural Office in
15Chicago, Illinois.
