2mismanagement hotline at the Legislative Audit Bureau.
Analysis by the Legislative Reference Bureau
This bill directs the Legislative Audit Bureau to maintain a toll-free telephone
number with voice mail to receive reports of fraud, waste, and mismanagement.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 13.94 (1) (br) of the statutes is created to read:

(1) (br) Maintain a toll-free telephone number with voice mail at the
5bureau's office to receive reports of fraud, waste, and mismanagement in state
6government. The bureau shall relay these reports to the appropriate bureau
7employee for investigation. The bureau shall publicize the toll-free telephone
8number on the bureau's Web site. The bureau shall maintain records that permit the
1release of information provided by informants while protecting the identity of the
2informant. Any records maintained by the bureau that relate to the identity of
3informants shall be only for the confidential use of the bureau in the administration
4of this section, unless the informant expressly agrees to release the records.
5Appearance in court as a witness shall not be considered consent by an informant to
6release confidential records maintained by the bureau.
