SJR39,1,42 Whereas, in the five years following the second world war, Europe's economy
3was prostrate, its political institutions were greatly weakened, and it faced the
4prospect of a third world war; and
SJR39,1,85 Whereas, on the ninth of May 1950, Robert Schuman, the French foreign
6minister, published a declaration of the need to preserve peace and increase
7prosperity by creating a common economic foundation that marked the beginning of
8the European Union; and
SJR39,1,109 Whereas, in 1957, the Treaty of Rome created the European Economic
10Community, which was the first pillar of European unity; and
SJR39,1,1311 Whereas, in 1992, the Maastricht Treaty formally integrated the European
12Union by creating the second and third pillars of common foreign and security policy,
13and police and judicial cooperation; and
SJR39,1,1514 Whereas, the European Union includes 27 member nations and has adopted
15procedures for the orderly accession of new members; and

1Whereas, the European Union has established a parliament, a judicial system,
2and has normalized trade and monetary policy among its members; and
SJR39,2,43 Whereas, the European Union has promoted peace and prosperity for its
4members; and
SJR39,2,75 Whereas, the existence of the European Union gives hope to all people of the
6world that governments will follow the rule of law, provide security for their citizens,
7and avoid war; and
SJR39,2,108 Whereas, the ninth of May is celebrated in the countries of the European Union
9as "Europe Day" as a time for celebration of the European Union's accomplishments
10and reflection upon the challenges that lie ahead; now, therefore, be it
SJR39,2,12 11Resolved by the senate, the assembly concurring, That the ninth day of
12May 2007 shall be observed in Wisconsin as "Europe Day."
