2citizens, particularly the members of the Wisconsin Retirement System.
SJR52,1,33 Whereas, David C. Mills was born on May 11, 1948; and
SJR52,1,64 Whereas, David C. Mills, after graduating from Brookfield East High School,
5earned a bachelor's degree in political science and a master's degree in public policy
6from the University of Wisconsin-Madison; and
SJR52,1,107 Whereas, David C. Mills devoted his career to Wisconsin public service, having
8held leadership positions at the University of Wisconsin-Madison, the Department
9of Health and Social Services, the Department of Employee Trust Funds, and the
10State of Wisconsin Investment Board; and
SJR52,1,1411 Whereas, at the Department of Employee Trust Funds, which administers
12benefits for members of the Wisconsin Retirement System (WRS), David C. Mills
13served as deputy secretary and chief operating officer for 12 years prior to joining the
14State of Wisconsin Investment Board as executive director in 2003; and

1Whereas, the State of Wisconsin Investment Board invests the assets of the
2WRS; and under David C. Mills' leadership, the assets under management increased
3from $65 billion to $94 billion and benefit payments totaling approximately $10
4billion were paid to 137,000 former educators and public employees; and
SJR52,2,75 Whereas, the WRS has grown to become the ninth largest public pension fund
6and the 25th largest public or private pension fund in the world during his
7association with the fund; and
SJR52,2,118 Whereas, David C. Mills has gained broad recognition and respect for his
9commitment to public service, his integrity, the quality of leadership he has provided,
10his helpful advice to legislators of both political parties, and his dedication to
11protecting the financial security of WRS participants and their families; and
SJR52,2,1612 Whereas, David C. Mills has not only earned the respect of Wisconsinites, but
13became a nationally respected leader in the public pension field having been elected
14by fellow administrators and trustees to serve as president of the National Council
15on Teacher Retirement, an organization that represents 77 public retirement
16systems covering the nation's 16 million educators; and
SJR52,2,1917 Whereas, after dedicating more than 35 years to the service of Wisconsin and
18its citizens, David C. Mills has announced his decision to retire; now, therefore, be
19it
SJR52,2,22 20Resolved by the senate, the assembly concurring, That the members of the
21Wisconsin legislature commend the devoted public service of David C. Mills and
22express their best wishes in his future pursuits; and, be it further
SJR52,2,24 23Resolved, That the senate chief clerk shall provide a copy of this joint
24resolution to David C. Mills.
