2rule 64 (1) (a), joint rule 81m (2) (a) and joint rule 82 (1) (c); relating to:
3transferring duties of the revisor of statutes to the legislative reference bureau.
Analysis by the Legislative Reference Bureau
This joint resolution transfers, in the joint rules, all duties of the revisor of
statutes to the Legislative Reference Bureau. The Revisor of Statutes Bureau is
eliminated on December 31, 2007.
SJR69,1,4 4Resolved by the senate, the assembly concurring, That:
SJR69, s. 1 5Section 1. Joint rule 52 (1) (e) is amended to read:
SJR69,2,3 6Joint Rule 52 (1) (e) Executive budget bills under section 16.47 (1) of the
7statutes, other lengthy bills that encompass multiple subjects and that are to be
8introduced at the request of the governor or the committee on organization of either
9house, bills proposing bulk revision of one or more entire chapters of the statutes,
10reconciliation bills introduced by the committee on organization of either house, and
11revisor's correction and revisor's revision bills shall not be subject to the

1requirements of pars. (a) to (d), and instead may use a descriptive title similar to the
2following example: "An Act to amend and revise chapter .... and to make diverse
3other changes in the statutes; relating to:...."
SJR69, s. 2 4Section 2. Joint rule 52 (5) (a) is amended to read:
SJR69,2,6 5Joint Rule 52 (5) (a) Reconciliation bills introduced by the organization
6committee of either house and revisor's correction or revisor's revision bills.
SJR69, s. 3 7Section 3. Joint rule 59 is amended to read:
SJR69,2,22 8Joint Rule 59. Explanative notes. In addition to such notes as are required
9by law or joint rule, explanative notes may be included in revision and correction bills
10prepared by the revisor of statutes legislative reference bureau, in reconciliation bills
11introduced by the committee on organization of either house, and in proposals
12introduced or offered and in substitute amendments or amendments offered by the
13joint legislative council or its law revision committee, at the request of the judicial
14council, and by or at the request of any other official interim study or investigative
15group. The notes shall be prepared by the requester, shall be factual in nature, shall
16be as brief as may be and, where feasible, shall follow the section of the proposal or
17amendment to which they relate. Notes shall appear in the original reproduced
18version of the proposal or amendment only, and shall not appear in the Wisconsin
19Acts or, session law volumes, or statutes unless the chief of the legislative reference
20bureau determines that including them is essential or in the statutes unless the
21revisor determines that including them is essential
. The notes constitute no part of
22the proposed act or engrossed or enrolled resolution.
SJR69, s. 4 23Section 4. Joint rule 60 (1) is amended to read:
SJR69,3,8 24Joint Rule 60 (1) Except as provided in sub. (2), immediately after the passage
25of any bill, or the adoption of and concurrence in any joint resolution amending the

1constitution, and in the case of a bill, before it is presented to the governor for
2approval, the legislative reference bureau shall prepare the number of enrolled
3copies of the proposal requested by the chief clerk of the house in which the proposal
4originated. One copy shall be used as the enrolled bill that is presented to the
5governor or the enrolled resolution that is deposited with the secretary of state. Four
6copies of the enrolled bill or resolution shall be delivered to the secretary of state.
7 A sufficient number of copies of the enrolled bill or enrolled resolution shall be
8delivered to the revisor of statutes.
