AB206,1,1 1An Act relating to: creating a committee to study the uses of industrial hemp.
Analysis by the Legislative Reference Bureau
This bill creates the Committee to Study the Uses of Industrial Hemp. The bill
requires the committee to review literature related to industrial hemp, to evaluate
the economic opportunities for this state that could result from producing and using
industrial hemp, and to report its findings and recommendations to the legislature.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB206, s. 1 2Section 1. Nonstatutory provisions.
AB206,1,33 (1) Committee to study the uses of industrial hemp.
AB206,1,54 (a) There is created the committee to study the uses of industrial hemp
5consisting of the following members:
AB206,1,6 61. Two members appointed by the governor.
AB206,1,7 72. Two members appointed by the president of the senate.
AB206,1,8 83. Two members appointed by the speaker of the assembly.

14. The chair of the senate committee with jurisdiction over agriculture.
AB206,2,2 25. The chair of the assembly committee with jurisdiction over agriculture.
AB206,2,4 36. The secretary of agriculture, trade and consumer protection or the
4secretary's designee.
AB206,2,5 57. The secretary of commerce or the secretary's designee.
AB206,2,7 68. The president of the Wisconsin Farm Bureau Federation, Inc., or the
7president's designee.
AB206,2,108 (b) The president of the senate and the speaker of the assembly shall each
9appoint a cochairperson of the committee to study the uses of industrial hemp. The
10committee shall meet upon the call of the cochairpersons.
AB206,2,1211 (c) The committee to study the uses of industrial hemp shall do all of the
12following:
AB206,2,18 131. Conduct a review of scientific and business literature on the industrial uses
14of industrial hemp, including uses of industrial hemp as an alternative fuel and
15motor oil; uses of omega-3 rich industrial hemp seed and industrial hemp oil in snack
16foods, body care products, and food supplements; uses of industrial hemp fibers as
17raw materials for construction and paper products and for fabric; and uses of
18industrial hemp in the manufacture of recyclable car parts.
AB206,2,21 192. Conduct a review of scientific literature on the different types of hemp and
20how industrial hemp differs from the hemp plant that is used in the illegal drug trade
21because it contains a high content of tetrahydrocannabinols.
AB206,2,23 223. Conduct a review of economic literature on the economic benefits of and the
23economic markets for products made using industrial hemp.
AB206,2,25 244. Conduct a review of actions taken by the federal government and other states
25to allow production of industrial hemp for industrial uses.

15. Evaluate the economic opportunities for this state that could result from
2producing industrial hemp as a farm product and using industrial hemp for
3industrial uses.
AB206,3,5 46. Examine any other issues that the committee determines are relevant to the
5use of industrial hemp.
AB206,3,7 67. Develop findings and recommendations related to industrial hemp,
7including any legislative proposals that the committee determines to be appropriate.
AB206,3,128 (d) The committee to study the uses of industrial hemp shall report its findings
9and recommendations to the legislature in the manner provided in section 13.172 (2)
10of the statutes no later than the first day of the 12th month beginning after the
11effective date of this paragraph. The committee terminates upon the submission of
12the report.
AB206,3,1413 (e) The legislative council staff shall provide staff to assist the committee to
14study the uses of industrial hemp in the performance of its functions.
