2009 - 2010 LEGISLATURE
November 10, 2009 - Introduced by Law Revision Committee. Referred to
Committee on Forestry.
AB562,1,3 1An Act to amend 26.39 (7) (a) and 38.04 (29) of the statutes; relating to: the
2master logger certification scholarship grant program (suggested as remedial
3legislation by the Department of Natural Resources).
Analysis by the Legislative Reference Bureau
Current law requires the Department of Natural Resources to establish a
scholarship grant program to assist individuals who are seeking certification by the
Wisconsin Professional Loggers Association as master loggers. A scholarship grant
under the program may not exceed 50 percent of the total cost of receiving the
certification.
This bill specifies that scholarships under the grant program are for individuals
seeking certification by the Great Lakes Timber Professionals Association. This
change reflects the new name of the organization that certifies master loggers.
For further information, see the Notes provided by the Law Revision
Committee of the Joint Legislative Council.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Law Revision Committee prefatory note: This bill is a remedial legislation
proposal, requested by the Department of Natural Resources and introduced by the Law
Revision Committee under s. 13.83 (1) (c) 4. and 5., stats. After careful consideration of
the various provisions of the bill, the Law Revision Committee has determined that this

bill makes nonsubstantive changes in the statutes, and that these changes are desirable
as a matter of public policy.
AB562, s. 1 1Section 1. 26.39 (7) (a) of the statutes is amended to read:
AB562,2,72 26.39 (7) (a) From the appropriation under s. 20.370 (5) (ax), the department
3shall establish a scholarship grant program to assist individuals who are seeking
4certification by the Wisconsin Professional Loggers Great Lakes Timber
5Professionals
Association as master loggers. A scholarship grant under the program
6may not exceed 50 percent of the total cost of receiving the certification. The
7department shall promulgate rules that establish criteria for the program.
AB562, s. 2 8Section 2. 38.04 (29) of the statutes is amended to read:
AB562,2,149 38.04 (29) Master logger apprenticeship grants. The board shall use the
10moneys appropriated under s. 20.292 (1) (km) to award grants to businesses that
11provide technical college students with forest product internships for the purpose of
12placing eligible apprentices with loggers who are certified by the Wisconsin
13Professional Loggers
Great Lakes Timber Professionals Association as master
14loggers.
Note: Makes the same name change for the Technical College System master
logger apprenticeship grants. While this change was not requested by the Department
of Natural Resources because the department has no jurisdiction over the program, the
Law Revision Committee determined that it is appropriate for efficiency to include the
change in this draft rather than in a separate draft.
