AB577,1,4 1An Act to renumber 29.228 (2); to amend 29.563 (3) (intro.); and to create
229.219 (2) (d), 29.219 (2m), 29.228 (2) (b), 29.228 (4m), 29.563 (3) (a) 4m., 29.563
3(3) (b) 5m. and 29.563 (3r) of the statutes; relating to: requiring the
4Department of Natural Resources to issue one-day fishing licenses.
Analysis by the Legislative Reference Bureau
Under current law, with certain exceptions including an exception for residents
under the age of 16, no person may fish in this state unless the person has a valid
approval that authorizes fishing. The Department of Natural Resources (DNR)
issues various fishing licenses including resident and nonresident annual fishing
licenses, two-day sports fishing licenses for both residents and nonresidents, 15-day
fishing licenses for nonresidents, and four-day fishing licenses for nonresidents.
This bill requires DNR to also issue one-day fishing licenses to residents and
nonresidents. The bill also provides that a person who holds a one-day fishing
license may pay a reduced fee for an annual license that is issued during the same
year for which the one-day license is valid.

enact as follows:

1Section 1. 29.219 (2) (d) of the statutes is created to read:
AB577,2,52 29.219 (2) (d) A resident annual fishing license issued to any resident who
3holds a one-day fishing license under sub. (2m) that is valid during the same year
4for which the resident applies for a resident annual fishing license shall be issued at
5the reduced fee under s. 29.563 (3r).
AB577, s. 2 6Section 2. 29.219 (2m) of the statutes is created to read:
AB577,2,97 29.219 (2m) One-day fishing license. The department shall issue a resident
8one-day fishing license, subject to s. 29.024, to any resident who applies for this
9license.
AB577, s. 3 10Section 3. 29.228 (2) of the statutes is renumbered 29.228 (2) (a).
AB577, s. 4 11Section 4. 29.228 (2) (b) of the statutes is created to read:

13who holds a one-day fishing license under sub. (4m) that is valid during the same
14year for which the resident applies for a resident annual fishing license shall be
15issued at the reduced fee under s. 29.563 (3r).

AB577,3,93 29.563 (3r) Reduced fees for certain annual fishing licenses. (a) Instead of
4the fee charged under sub. (3) (a) 1., the department shall charge a reduced fee for
5a resident annual fishing license if the applicant holds a resident one-day fishing
6license under s. 29.219 (2m) that is valid during the same year for which the annual
7license is issued. The reduced fee shall be an amount equal to the difference between
8the fee for the resident annual fishing license under sub. (3) (a) 1. and the fee for a
9resident one-day fishing license under sub. (3) (a) 4m.
AB577,3,1610 (b) Instead of the fee charged under sub. (3) (b) 1., the department shall charge
11a reduced fee for a nonresident annual fishing license if the applicant holds a
12nonresident one-day fishing license under s. 29.228 (4m) that is valid during the
13same year for which the annual license is issued. The reduced fee shall be an amount
14equal to the difference between the fee for the nonresident annual fishing license
15under sub. (3) (b) 1. and the fee for a nonresident one-day fishing license under sub.
16(3) (a) 5m.
AB577, s. 10 17Section 10. Effective date.
AB577,3,1918 (1) This act takes effect on April 1, 2010, or the day after publication, whichever
19is later.
