AB972,1,3 1An Act relating to: creation of the Waste, Fraud, Abuse, and Oversight
2Commission to investigate waste, fraud, and abuse in state government and
3make recommendations to the Joint Committee on Finance.
Analysis by the Legislative Reference Bureau
This bill creates a committee to be known as the Waste, Fraud, Abuse, and
Oversight Commission (commission), consisting of the governor; two majority party
senators; two minority party senators; two majority party representatives to the
assembly; two minority party representatives to the assembly; and a public member
appointed by the governor. The commission must examine all areas of state
government and state programs for evidence of waste, fraud, and abuse. No later
than March 1, 2011, the commission must submit a report of its findings and
recommendations to the cochairpersons of the Joint Committee on Finance (JCF).
The report must specify the amount of savings to the state that would occur if the
recommendations contained in the report were implemented.
The bill further provides that, in budget deliberations for the 2011-13 fiscal
biennium, JCF must consider the recommendations of the commission contained in
the report.

enact as follows:

AB972,2,22 (1) Waste, fraud, abuse, and oversight commission.
AB972,2,43 (a) There is created a committee to be known as the waste, fraud, abuse, and
4oversight commission, consisting of all of the following:
AB972,2,5 51. The governor.
AB972,2,7 62. Two members of the majority party in the senate, appointed as are the
7members of standing committees in the senate.
AB972,2,9 83. Two members of the minority party in the senate, appointed as are the
9members of standing committees in the senate.
AB972,2,11 104. Two members of the majority party in the assembly, appointed as are the
11members of standing committees in the assembly.
AB972,2,13 125. Two members of the minority party in the assembly, appointed as are the
13members of standing committees in the assembly.
AB972,2,14 146. One public member appointed by the governor.
AB972,2,1515 (b) The governor shall serve as chairperson of the commission.
AB972,2,1716 (c) The department of administration shall provide all necessary staff and
17support services for the commission.
AB972,2,2318 (d) The commission shall examine all areas of state government and state
19programs for evidence of waste, fraud, and abuse. No later than March 1, 2011, the
20commission shall submit a report of its findings and recommendations to the
21cochairpersons of the joint committee on finance. The report shall specify the
22amount of savings to the state that would occur if the recommendations contained
23in the report were implemented.
