SB17,1,3 1An Act to create 341.08 (2) (f) and 341.14 (6m) (d) of the statutes; relating to:
2special distinguishing registration plates for certain vehicles owned by
3members of the national guard and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, state residents who are members or retired members of the
national guard may obtain, for automobiles and certain other vehicles that they own
or lease, special distinguishing registration plates that display the words "Wisconsin
guard member" (national guard special plates).
Under this bill, if an applicant for initial issuance of national guard special
plates identifies himself or herself as a member or former member of the 32nd
Infantry Brigade, the 57th Field Artillery Brigade, Joint Forces Headquarters, the
115th Fighter Wing, or the 128th Air Refueling Wing, the Department of
Transportation (DOT) must provide to the applicant, to be affixed to one of these
special plates, a decal (sticker) that includes a symbol associated with the unit of
which the applicant is or was a member. An applicant for renewal of registration of
national guard special plates may also receive this sticker, free of charge, if the
sticker was not previously provided to the applicant by DOT.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 341.08 (2) (f) of the statutes is created to read:
SB17,2,52 341.08 (2) (f) If the application is for registration of a vehicle under s. 341.14
3(6m), an opportunity for the applicant to identify himself or herself as a member or
4former member of the 32nd Infantry Brigade, the 57th Field Artillery Brigade, Joint
5Forces Headquarters, the 115th Fighter Wing, or the 128th Air Refueling Wing.
SB17, s. 2 6Section 2. 341.14 (6m) (d) of the statutes is created to read:
SB17,2,147 341.14 (6m) (d) 1. If an applicant for initial issuance of special plates under this
8subsection identifies himself or herself in the application as a member or former
9member of the 32nd Infantry Brigade, the 57th Field Artillery Brigade, Joint Forces
10Headquarters, the 115th Fighter Wing, or the 128th Air Refueling Wing, the
11department shall provide to the applicant, to be affixed to one of the plates issued
12under this subsection, a decal that includes a symbol associated with the unit of
13which the applicant is or was a member and instructions for placement of the decal
14on the special plate.
SB17,2,2215 2. Upon receiving any application for renewal of registration of a vehicle for
16which special plates have been issued under this subsection, if the applicant
17identifies himself or herself in the application as a member or former member of the
1832nd Infantry Brigade, the 57th Field Artillery Brigade, Joint Forces Headquarters,
19the 115th Fighter Wing, or the 128th Air Refueling Wing and if the department has
20not previously provided a decal under subd. 1. or 3., the department shall provide a
21decal described in subd. 1. to the applicant, free of charge, with instructions for
22placement of the decal on one of the special plates.
SB17,3,623 3. Notwithstanding subd. 2., upon receiving any application for renewal of
24registration of a vehicle for which special plates have been issued under this
25subsection, if the applicant identifies himself or herself in the application as a

1member or former member of the 32nd Infantry Brigade, the 57th Field Artillery
2Brigade, Joint Forces Headquarters, the 115th Fighter Wing, or the 128th Air
3Refueling Wing and if the department is required under s. 341.135 (2) to issue new
4registration plates for the vehicle, the department shall provide to the applicant, to
5be affixed to one of these plates, a decal described in subd. 1. and instructions for
6placement of the decal on the plate.
SB17,3,87 4. This paragraph also applies to personalized registration plates issued under
8s. 341.145 (1g) (a).
SB17, s. 3 9Section 3. Nonstatutory provisions.
SB17,3,1710 (1) Notwithstanding section 16.42 (1) (e) of the statutes, if this subsection takes
11effect in fiscal year 2010-11, in submitting information under section 16.42 of the
12statutes for purposes of the 2011-13 biennial budget bill, the department of
13transportation shall submit information concerning the appropriation under section
1420.395 (5) (cq) of the statutes as though the total amount appropriated under section
1520.395 (5) (cq) of the statutes for the 2010-11 fiscal year was $15,800 less than the
16total amount that was actually appropriated under section 20.395 (5) (cq) for the
172010-11 fiscal year.
SB17, s. 4 18Section 4. Fiscal changes.
SB17,3,2319 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
20to the department of transportation under section 20.395 (5) (cq) of the statutes, as
21affected by the acts of 2009, the dollar amount is increased by $15,800 for the fiscal
22year in which this subsection takes effect to increase funding for decals for special
23registration plates issued to members and retired members of the national guard.
SB17, s. 5 24Section 5. Initial applicability.

1(1) This act first applies to applications for original or renewal vehicle
2registration received by the department of transportation on the effective date of this
3subsection.
SB17, s. 6 4Section 6. Effective date.
SB17,4,65 (1) This act takes effect on first day of the 4th month beginning after
6publication.
