SB656,1,5 1An Act to amend 20.866 (1) (u); to create 13.48 (39h), 20.866 (2) (zck) and 20.867
2(3) (bi) of the statutes; and to affect 2009 Wisconsin Act 28, section 9106 (1)
3(qm)
and (27); relating to: construction of a rural dental education outreach
4facility in Marshfield, granting bonding authority, and making an
5appropriation.

This bill authorizes up to $10,000,000 in general fund supported borrowing to
make a grant to the Marshfield Clinic to aid in the construction of a rural dental
education outreach facility in Marshfield. Under the bill, the Building Commission
must authorize the project before July 1, 2015, and the Marshfield Clinic must secure
matching funding of at least $10,000,000 in nonstate funds.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB656, s. 1 6Section 1. 13.48 (39h) of the statutes is created to read:

113.48 (39h) Marshfield clinic. (a) The legislature finds and determines that
2expanding access to dental education, especially for the provision of dental care in
3rural and underserved areas of Wisconsin, greatly benefits state residents and is
4essential for preserving public health in Wisconsin. It is therefore in the public
5interest, and it is the public policy of this state, to assist the Marshfield Clinic in the
6construction of a rural dental education outreach facility in Marshfield.
SB656,2,137 (b) Before July 1, 2015, the building commission may authorize up to
8$10,000,000 in general fund supported borrowing to aid in the construction of a rural
9dental education outreach facility in Marshfield. The state funding commitment
10shall be in the form of a grant to the Marshfield Clinic. Before approving any state
11funding commitment under this paragraph, the building commission shall
12determine that the Marshfield Clinic has secured at least $10,000,000 in additional
13funding from nonstate sources for the project.
SB656,2,1714 (c) If the building commission authorizes a grant to the Marshfield Clinic under
15par. (b) and if, for any reason, the facility that is constructed with funds from the
16grant is not used as a a rural dental education outreach facility, the state shall retain
17an ownership interest in the facility equal to the amount of the state's grant.

19is amended to read:

5for the payment of principal, interest, premium due, if any, and payment due, if any,
6under an agreement or ancillary arrangement entered into under s. 18.06 (8) (a)
7relating to any public debt contracted under subchs. I and IV of ch. 18.
SB656, s. 3 8Section 3. 20.866 (2) (zck) of the statutes is created to read:
SB656,3,139 20.866 (2) (zck) Marshfield Clinic. From the capital improvement fund, a sum
10sufficient for the building commission to provide a grant to Marshfield Clinic for
11construction of a rural dental education outreach facility in Marshfield. If the project
12is authorized by the building commission before July 1, 2015, the state may contract
13public debt in an amount not to exceed $10,000,000 for this purpose.
SB656, s. 4 14Section 4. 20.867 (3) (bi) of the statutes is created to read:
SB656,3,2215 20.867 (3) (bi) Principal repayment, interest, and rebates; Marshfield Clinic.
16A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and
17interest costs incurred in financing the construction of a rural dental education
18outreach facility in Marshfield for the Marshfield Clinic, to make the payments
19determined by the building commission under s. 13.488 (1) (m) that are attributable
20to the proceeds of obligations incurred in financing the project, and to make
21payments under an agreement or ancillary arrangement entered into under s. 18.06
22(8) (a).
SB656, s. 5 23Section 5. 2009 Wisconsin Act 28, section 9106 (1) (qm) and (27) are created
24to read:
SB656,4,1613 (27) Marshfield rural dental education outreach facility. Notwithstanding
14section 18.04 (1) of the statutes, if the building commission does not authorize public
15debt to be contracted to finance the project specified in subsection (1) (qm) by June
1630, 2015, the enumeration in subsection (1) (qm) is void and of no effect.
SB656, s. 6 17Section 6. Nonstatutory provisions.
SB656,5,618 (1) Marshfield Clinic. Notwithstanding section 13.48 (39h) (b) of the statutes,
19as created by this act, the building commission shall not make a grant to the
20Marshfield Clinic for construction of a rural dental education outreach facility in

1Marshfield, as enumerated in 2009 Wisconsin Act 28, section 9106 (1) (qm), under
2section 13.48 (39h) of the statutes, as created by this act, unless the department of
3administration has reviewed and approved plans for the project. Notwithstanding
4sections 16.85 (1) and 16.855 (1) of the statutes, the department of administration
5shall not supervise any services or work or let any contract for the project. Section
616.87 of the statutes does not apply to the project.
