SB686,1,3 1An Act to create 118.076 of the statutes; relating to: providing instruction in
2cardiopulmonary resuscitation, cardiocerebral resuscitation, and the use of an
3automated external defibrillator to high school pupils.

This bill requires operators of high school grades, including school boards,
operators of independent charter schools, and the governing bodies of private
schools, to offer enrolled high school students instruction in cardiopulmonary and
cardiocerebral resuscitation and the use of an automated external defibrillator. The
instruction must be based on an instructional program established by the American
Red Cross or the American Heart Association or on other nationally recognized,
evidence-based guidelines.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB686, s. 1 4Section 1. 118.076 of the statutes is created to read:
SB686,1,6 5118.076 Lifesaving skills instruction. (1) In this section, "automatic
6external defibrillator" has the meaning given in s. 440.01 (1) (ad).

1(2) Beginning in the 2010-11 school year, each school board operating high
2school grades, the operator of each charter school established under s. 118.40 (2r)
3that operates high school grades, and the governing body of each private school that
4operates high school grades shall offer instruction in cardiopulmonary resuscitation,
5cardiocerebral resuscitation, and the use of an automated external defibrillator to
6pupils enrolled in the high school grades in the school district, charter school, or
7private school. The school board, operator of the charter school, or governing body
8of the private school shall use either of the following, and shall incorporate into the
9instruction the psychomotor skills necessary to perform cardiopulmonary
10resuscitation and cardiocerebral resuscitation and to use an automated external
11defibrillator:

13American Heart Association.
SB686,2,1614 (b) Nationally recognized, evidence-based guidelines for cardiopulmonary
15resuscitation and cardiocerebral resuscitation and the use of an automated external
16defibrillator.
