AB292,1,3 1An Act to amend 343.50 (4); to repeal and recreate 343.50 (4); and to create
245.03 (13) (o), 343.14 (2) (j) and 343.17 (3) (a) 15. of the statutes; relating to:
3indication of veteran status on an operator's license or identification card.
Analysis by the Legislative Reference Bureau
This bill allows an applicant for a motor vehicle operator's license or
identification card issued by the Department of Transportation (DOT) to indicate
whether he or she is a veteran and whether he or she wishes to have his or her veteran
status indicated on the license or card. If an applicant indicates that he or she is a
veteran who wishes to have his or her veteran status indicated on the license or card
and provides verification from the Department of Veterans Affairs that the applicant
is a veteran, DOT must provide an indication of the person's veteran status on the
front side of the license or card.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB292, s. 1 4Section 1. 45.03 (13) (o) of the statutes is created to read:

6information required under s. 343.14 (2) (j).

1Section 2. 343.14 (2) (j) of the statutes is created to read:
AB292,2,72 343.14 (2) (j) A statement as to whether the applicant is a veteran, as defined
3in s. 45.01 (12), and, if so, whether the applicant wishes to have his or her veteran
4status indicated on the license or identification card. If the applicant has indicated
5that he or she is a veteran and wishes to have his or her veteran status indicated on
6the license or identification card, the applicant shall provide verification from the
7department of veterans affairs that the applicant is a veteran.
AB292, s. 3 8Section 3. 343.17 (3) (a) 15. of the statutes is created to read:
AB292,2,119 343.17 (3) (a) 15. If the person is a veteran, has indicated that he or she wishes
10to have his or her veteran status indicated on the license, and has provided the
11verification required under s. 343.14 (2) (j), an indication that the person is a veteran.
AB292, s. 4 12Section 4. 343.50 (4) of the statutes, as affected by 2011 Wisconsin Acts 23 and
1332, is amended to read:
AB292,2,2314 343.50 (4) Application. The application for an identification card shall include
15any information required under ss. 85.103 (2) and 343.14 (2) (a), (b), (bm), (br), (em),
16and (er), and (j), and such further information as the department may reasonably
17require to enable it to determine whether the applicant is entitled by law to an
18identification card. Except with respect to renewals by mail or electronic means as
19authorized under sub. (6), and except as provided in sub. (4g), the department shall,
20as part of the application process for original issuance or renewal of an identification
21card, take a photograph of the applicant to comply with sub. (3). Except as provided
22in sub. (4g), no

23provided in s. 343.14 (9).

252011 Wisconsin Act .... (this act), is repealed and recreated to read:

AB292, s. 6 10Section 6. Initial applicability.
AB292,3,1211 (1) This act first applies to applications that are made on the effective date of
12this subsection.
AB292, s. 7 13Section 7. Effective dates. This act takes effect on the first day of the 3rd
14month beginning after publication, except as follows:
AB292,3,1815 (1) The repeal and recreation of section 343.50 (4) of the statutes takes effect
16on the first day of the 3rd month beginning after publication, or on the date on which
17the creation of section 343.165 of the statutes by 2007 Wisconsin Act 20 takes effect,
18whichever is later.
