AB316,1,2 1An Act relating to: financial assistance for local recycling programs and making
2an appropriation.
Analysis by the Legislative Reference Bureau
Current law requires a municipality to operate a recycling program to manage
solid waste in compliance with certain criteria, except that a county may assume this
responsibility in place of municipalities within the county. The Department of
Natural Resources administers a program that provides financial assistance to local
governments that operate recycling programs that satisfy the criteria specified in
current law.
This bill increases the funding for local recycling programs by $13,000,000 in
each fiscal year of the current fiscal biennium.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB316,2,84 (1) Local recycling grants. In the schedule under section 20.005 (3) of the
5statutes for the appropriation to the department of natural resources under section

120.370 (6) (bu) of the statutes, as affected by the acts of 2011, the dollar amount is
2increased by $13,000,000 for the first fiscal year of the fiscal biennium in which this
3subsection takes effect to increase funding for the purpose for which the
4appropriation is made. In the schedule under section 20.005 (3) of the statutes for
5the appropriation to the department of natural resources under section 20.370 (6)
6(bu) of the statutes, as affected by the acts of 2011, the dollar amount is increased by
7$13,000,000 for the second fiscal year of the fiscal biennium in which this subsection
8takes effect to increase funding for the purpose for which the appropriation is made.
