SB165,1,1 1An Act relating to: birth certificates for Milwaukee County residents.
Analysis by the Legislative Reference Bureau
Under current law, beginning with the 2012 spring primary election, an
individual must present proof of identification that includes a photograph of the
individual to vote in an election. Under current law, a driver's license or a state
identification card issued by the Department of Transportation are permissible
forms of identification for voting.
Under this bill, a resident of Milwaukee County may obtain a free birth
certificate for one year following the effective date of the bill if the resident needs the
birth certificate in order to obtain a driver's license or identification card for the
purpose of voting.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SB165,2,63 (1) Birth certificates for resident of Milwaukee County. Ending one year after

5section 69.22 (1) of the statutes, the state registrar and any local registrar acting

1under subchapter I of chapter 69 of the statutes may not collect the fees described
2in section 69.22 (1) (c) of the statutes if the requester states, in writing, that the
3requester is an elector and a resident of Milwaukee County and that the birth
4certificate is being obtained for the purpose of obtaining an operator's license issued
5under chapter 343 of the statutes or an identification card issued under section
6343.50 of the statutes for purposes of voting.
