SB323,1,2 1An Act relating to: birth certificates that are requested for the purpose of
2voting.
Analysis by the Legislative Reference Bureau
Under current law, beginning with the 2012 spring primary election, an
individual must present proof of identification that includes a photograph of the
individual to vote in an election. Under current law, a driver's license or a state
identification card issued by the Department of Transportation are permissible
forms of identification for voting.
Under this bill, a person may obtain a free birth certificate for one year
following the effective date of the bill if the person needs the birth certificate in order
to obtain a driver's license or identification card for the purpose of voting.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SB323,2,64 (1) Birth certificates requested for the purpose of voting. Ending one year after

1section 69.22 (1) of the statutes, the state registrar and any local registrar acting
2under subchapter I of chapter 69 of the statutes may not collect the fees described
3in section 69.22 (1) (c) of the statutes if the requester states, in writing, that the
4requester is an elector and that the birth certificate is being obtained for the purpose
5of obtaining an operator's license issued under chapter 343 of the statutes or an
6identification card issued under section 343.50 of the statutes for purposes of voting.
