SB43,1,2 1An Act to amend 16.843 (1) (b) and 16.843 (3) (intro.) of the statutes; relating
2to:
parking on the streets adjacent to the state capitol park.
Analysis by the Legislative Reference Bureau
Currently, parking on the four streets adjacent to the state capitol park on the
park side of the streets is reserved for legislators and certain other state officers and
employees who are assigned spaces in accordance with a parking plan approved by
the Joint Committee on Legislative Organization. These spaces are reserved at all
times except as otherwise provided in emergency police regulations and ordinances
of the city of Madison.
This bill provides that parking in these areas is reserved only during the hours
of 6 a.m. to 6 p.m., Monday to Friday, and during other hours that may be designated
for special purposes by the Department of Administration (DOA). Under the bill, if
DOA extends the hours for reserved parking in these areas, it must post notice of the
extended hours on the affected streets. The bill permits any person to park a motor
vehicle in these areas outside the reserved hours, except as restricted for special
purposes in an emergency police regulation or city ordinance of the city of Madison.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

116.843 (1) (b) Eight areas, for the parking of motor vehicles at the curb on the
2capitol park side of the 4 streets surrounding the state capitol park, each area as near
3as lawfully permissible to each near side of the intersections of the streets with the
4driveways leading to the capitol building, are reserved for the parking of motor
5vehicles by those persons designated in sub. (3) and only during the hours of 6 a.m.
6to 6 p.m., Monday to Friday. The department may temporarily extend the period
7during which such parking is reserved in those areas for special purposes if the
8department posts notice of the extended hours on the affected streets. During the
9regular or extended hours for reserved parking, only
emergency police regulations
10or city ordinances of the city of Madison are applicable to such areas. The number
11of motor vehicles to be parked in each area shall be designated in a parking plan
12approved by the joint committee on legislative organization. The department of
13administration
shall mark and post the areas and number the parking spaces
14therein. Parking of motor vehicles in these areas is permitted during the reserved
15hours
only by persons whose motor vehicles are identified as specified in sub. (4), and
16the parking therein of any other vehicle during those hours is prohibited and any
17violation of this prohibition shall be punished as in sub. (2). Unless otherwise
18restricted for special purposes by emergency police regulation or city ordinance of the
19city of Madison, any person may park a motor vehicle in these areas outside the
20reserved hours.
