SB565,1,3 1An Act to amend 16.413 (2) (a), 16.413 (2) (c), 16.413 (3) (a) (intro.) and 16.413
2(3) (b) of the statutes; relating to: providing the public with information on
3state agency operations expenditures and state agency contracts and grants.
Analysis by the Legislative Reference Bureau
Currently, the Department of Administration (DOA) must ensure that all state
agency expenditures for state operations exceeding $100, including salaries and
fringe benefits paid to state agency employees, are available for inspection on a
searchable Internet Web site maintained by DOA. In addition, DOA must ensure
that all of the following information relating to state agency grants and contracts is
available for inspection on a searchable Internet Web site: a copy of the contract and
grant award; the state agency making the grant or entering into the contract; the
name and address of the person receiving the grant or entering into the contract; the
purpose of the grant or contract; and the amount of the grant or the amount the state
agency must expend under the contract and the name of the state fund from which
the grant is paid or moneys are expended under the contract. However, DOA has yet
to implement these programs.
This bill requires that DOA implement these programs before July 1, 2012. In
addition, the bill mandates certain time frames for state agencies to report
expenditures and grants and contracts to DOA for purposes of making the
information available for inspection on DOA's Internet Web site.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

2is amended to read:
SB565,2,93 16.413 (2) (a) The Beginning on July 1, 2012, the department shall ensure that
4all state agency expenditures for state operations exceeding $100, including salaries
5and fringe benefits paid to state agency employees, are available for inspection on
6a searchable Internet Web site maintained by the department. Copies of each
7financial instrument relating to these expenditures, other than payments relating
8to state employee salaries, shall be available for inspection on the searchable
9Internet Web site.
SB565, s. 2 10Section 2. 16.413 (2) (c) of the statutes, as created by 2011 Wisconsin Act 32,
11is amended to read:
SB565,2,1512 16.413 (2) (c) State Beginning with expenditures made on July 1, 2012, state
13agencies shall provide the department with all expenditure information required
14under par. (a) no later than 60 days after the expenditure is made. The department
15may specify the format in which state agencies provide the expenditure information.
