AB193,1,3 1An Act to renumber and amend 940.302 (1) (d); and to create 940.302 (1) (d)
22. of the statutes; relating to: definition of trafficking of an individual under
3the age of 18.
Analysis by the Legislative Reference Bureau
Current law defines trafficking as recruiting, enticing, harboring,
transporting, providing, or obtaining, or attempting to recruit, entice, harbor,
transport, provide, or obtain, an individual without consent of the individual. This
bill eliminates the element that the individual has not consented if the individual is
under the age of 18.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB193,1 4Section 1. 940.302 (1) (d) of the statutes is renumbered 940.302 (1) (d) (intro.)
5and amended to read:
AB193,1,66 940.302 (1) (d) (intro.) "Trafficking" means recruiting one of the following:

11. Recruiting, enticing, harboring, transporting, providing, or obtaining, or
2attempting to recruit, entice, harbor, transport, provide, or obtain, an individual who
3is at least 18 years of age
without consent of the individual.
AB193,2 4Section 2. 940.302 (1) (d) 2. of the statutes is created to read:
AB193,2,75 940.302 (1) (d) 2. Recruiting, enticing, harboring, transporting, providing, or
6obtaining, or attempting to recruit, entice, harbor, transport, provide, or obtain, an
7individual who is under the age of 18.
