AB336,1,4 An Act to amend 20.285 (1) (gb), 20.285 (1) (gb), 39.435 (8) and 39.435 (8); and to create 20.235 (1) (kd) of the statutes; relating to: funding for Wisconsin higher education grants for University of Wisconsin System students and making appropriations.

Analysis by the Legislative Reference Bureau

Under current law, $58,345,400 is transferred from the University of Wisconsin (UW) System to the Higher Educational Aids Board (HEAB) and appropriated for Wisconsin higher education grants (WHEG grants) for UW System students in fiscal year 2013-14 and a sum sufficient of general purpose revenues are appropriated to HEAB for those grants in fiscal year 2014-15. This bill, in addition, transfers $20,370,300 in each fiscal year from the UW System to HEAB and appropriates those moneys for WHEG grants for UW System students.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB336,1 Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated: - See PDF for table

AB336,2 Section 2. 20.235 (1) (kd) of the statutes is created to read:

AB336,2,7 20.235 (1) (kd) Wisconsin higher education grants; University of Wisconsin System educational programming revenues. Biennially, the amounts in the schedule for the Wisconsin higher education grant program under s. 39.435 for University of Wisconsin System students, except for grants awarded under s. 39.435 (2) or (5). All moneys transferred to this appropriation account from the appropriation account under s. 20.285 (1) (gb) shall be credited to this appropriation account.

AB336,3 Section 3. 20.285 (1) (gb) of the statutes, as affected by 2013 Wisconsin Act 20, section 250h, is amended to read:

AB336,3,2 20.285 (1) (gb) General program operations. All moneys received from the operation of educational programs and related programs to carry out the purposes for which received, including the transfer of funds to par. (gj). In each fiscal year, the Board of Regents shall transfer no more than $20,338,500 from this appropriation account to the medical assistance trust fund. In each fiscal year, the amount in the schedule under s. 20.235 (1) (kd) shall be transferred from this appropriation account to the appropriation account under s. 20.235 (1) (kd). In fiscal year 2013-14, the amount in the schedule under s. 20.235 (1) (ke) shall be transferred from this appropriation account to the appropriation account under s. 20.235 (1) (ke).

AB336,4 Section 4 . 20.285 (1) (gb) of the statutes, as affected by 2013 Wisconsin Act 20, section 250i, and 2013 Wisconsin Act .... (this act), is amended to read:

AB336,3,13 20.285 (1) (gb) General program operations. AB336,5 Section 5. 39.435 (8) of the statutes, as affected by 2013 Wisconsin Act 20, section 695e, is amended to read:

AB336,3,18 39.435 (8) The board shall award grants under this section to University of Wisconsin System students from the appropriations under s. 20.235 (1) (fe), (kd), and (ke).

AB336,6 Section 6 . 39.435 (8) of the statutes, as affected by 2013 Wisconsin Act 20, section 695f, and 2013 Wisconsin Act ... (this act), is amended to read:

AB336,3,23 39.435 (8) The board shall award grants under this section to University of Wisconsin System students from the appropriation appropriations under s. 20.235 (1) (fe), and (kd),.

AB336,7 Section 7. Effective dates. This act takes effect on the day after publication, except as follows:

AB336,4,2 (1) The treatment of sections 20.285 (1) (gb) (by Section 4) and 39.435 (8) (by Section 6) of the statutes takes effect on July 1, 2015.
