AB795,1,3 1An Act to amend 341.15 (3) (a) and 341.265 (1m); and to create 341.266 (2) (dm)
2of the statutes; relating to: the display of historical registration plates on
3collector vehicles.

Current law provides for a special category of vehicle registration for special
interest vehicles, commonly known as "collector vehicles." A vehicle may be eligible
for registration as a collector vehicle if the vehicle is at least 20 years old, has not been
altered, and is being preserved for its historic interest, or if the vehicle is, with an
exception, at least 25 years old and is a certain type of former military vehicle.
Vehicles registered as collector vehicles are issued two distinctive registration
plates, commonly known as "collector plates," that identify the vehicle as a collector
vehicle and that display the vehicle owner's collector identification number. A
collector vehicle may be reregistered for no additional fee if, with an exception, the
vehicle is not operated on the highways during the month of January.
Also under current law, an owner of a motor vehicle that is of model year 1945
or earlier may register the vehicle as an antique vehicle. Antique vehicles may be
driven only for special occasions such as display and parade purposes or for
necessary testing, maintenance, and storage purposes. Antique vehicles may
display a historical registration plate from or representing the model year of the
vehicle but must carry current registration plates in the vehicle.
This bill allows the display, on collector vehicles manufactured before 1979, of
one or two historical registration plates from or representing the model year of the

vehicle if: 1) the vehicle is being operated to or from a car show or parade; and 2) any
current registration plate issued for the vehicle and not displayed on the vehicle is
carried in the vehicle.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB795,2,62 341.15 (3) (a) A person who operates a vehicle for which a current registration
3plate, insert tag, decal or other evidence of registration has been issued without such
4plate, tag, decal or other evidence of registration being attached to the vehicle, except
5when such vehicle is being operated pursuant to a temporary operation permit or
6plate or displays a historical plate under s. 341.265 (1m) or 341.266 (2) (dm);
AB795,2 7Section 2. 341.265 (1m) of the statutes is amended to read:
AB795,2,128 341.265 (1m) A Notwithstanding s. 341.15 (1), a person who registers an
9antique motor vehicle under sub. (1) may furnish and display on the vehicle a
10historical plate from or representing the model year of the vehicle if the registration
11and plates issued by the department are simultaneously carried in or, with respect
12to an antique motorcycle, with the vehicle and are available for inspection.
AB795,3 13Section 3. 341.266 (2) (dm) of the statutes is created to read:
AB795,2,1714 341.266 (2) (dm) 1. Notwithstanding s. 341.15 (1), and subject to subd. 2., a
15person who registers under par. (a) a special interest vehicle manufactured before
161979 may furnish and display on the vehicle one or 2 historical plates from or
17representing the model year of the vehicle if all of the following apply:

1b. The registration, and any plate issued by the department for the vehicle
2under par. (c) that is not displayed on the vehicle, is simultaneously carried in or,
3with respect to a motorcycle, with the vehicle and is available for inspection.
AB795,3,74 2. If a person displays only one historical plate on a special interest vehicle
5under subd. 1., the historical plate shall be attached to the rear of the vehicle.
6Notwithstanding s. 341.15 (1), a special interest vehicle displaying a historical plate
7is not required to display 2 registration plates.
AB795,4 8Section 4. Effective date.
AB795,3,109 (1) This act takes effect on the first day of the 3rd month beginning after
10publication.
